About this opportunity
The Federal Emergency Management Agency's Logistics Management Directorate is conducting market research through a Request for Information for on-site generator maintenance and testing at five Outside Continental United States locations, with responses due November 5, 2026 at 11:00 am Eastern Time. The Set Aside line reads "No Set-Aside Used," while the Q&A file states that set-aside status for the OCONUS contract has not been finalized. FEMA is researching two separate single-award contracts, one CONUS and one OCONUS, and firms may submit separate responses for each. Respondents must demonstrate coverage capability at every location within the applicable RFI.
OCONUS locations are DC Caribbean in Caguas and Ponce Warehouse in Coto Laurel, Puerto Rico; DC Hawaii in Aiea and East Range in Wahiawa, Hawaii; and DC Guam in Barriagada, Guam. Caribbean equipment is serviced only at DC Caribbean or Ponce Warehouse, and USVI units are not in scope for direct servicing.
Contractors must hold a State Electrical Contractors License. Technicians must have Tier 4 engine platform training from registered OEMs (Caterpillar, MQ Power, Cummins, Onan, or Generac), advanced paralleling certification, active manufacturer-validated certifications for preventive maintenance and advanced troubleshooting, and proficiency with OEM diagnostic software. A minimum of two OSHA-certified forklift operators is required. Scope includes quarterly run-ups every 90 days, annual load-bank service per performance period, and inspections of external fuel tanks, including Western Global Transcubes, during each scheduled service. Pre-deployment and post-deployment inspections are not currently in scope.
The period of performance begins June 30, 2027, and the government is contemplating a 12-month base period with four 12-month option periods. An updated inventory will be provided with the forthcoming solicitation.
Responses are limited to ten pages, excluding a cover page and a capability statement of no more than two pages, and must be submitted electronically in Word or PDF with an 11-point minimum font. Required content includes business size status under NAICS 811310 (PSC J061) and relevant GSA Schedules or contract vehicles. Questions were due October 21, 2026. Responses are not offers and do not bind the government.
