About this file
This file is a Question and Answers document for a Request for Information (RFI) regarding OCONUS Generator Maintenance services. The Federal Emergency Management Agency (FEMA) is conducting market research for two separate single-award contracts—one for CONUS locations and one for OCONUS locations—to identify contractors capable of providing on-site generator maintenance and testing services. The OCONUS requirement covers five operational locations across three island regions: Caribbean (DC Caribbean in Caguas, PR and Ponce Warehouse in Coto Laurel, PR), Hawaii (DC Hawaii in Aiea, HI and East Range in Wahiawa, HI), and Guam (DC Guam in Barriagada, GU). All generator servicing for Caribbean equipment will be conducted at either DC Caribbean or Ponce Warehouse; USVI units are not in scope for direct servicing. The anticipated scope includes preventive maintenance, corrective maintenance, testing, key personnel, technician labor, specialized tooling, diagnostic instruments, vehicles, materials, consumables, and related generator support services.
Specific technical requirements include quarterly run-ups every 90 days and annual load-bank service per performance period. Contractors must hold a State Electrical Contractors License and technicians must possess Tier 4 engine platform training from registered OEMs (Caterpillar, MQ Power, Cummins, Onan, or Generac), certification demonstrating advanced paralleling capability, active manufacturer-validated certifications for preventative maintenance and advanced troubleshooting, proficiency with OEM diagnostic software and electronic tooling, and a minimum of two OSHA-certified forklift operators. External fuel tanks (including Western Global Transcubes) will receive comprehensive inspections during each scheduled service period. Pre-deployment and post-deployment inspections are not currently in scope. The government is contemplating a 12-month base period with four 12-month option periods, and an updated inventory will be provided with the forthcoming solicitation. Set-aside status for the OCONUS contract has not been finalized; market research is ongoing. RFI responses are limited to 10 pages maximum and firms may submit separate responses for both CONUS and OCONUS solicitations. Respondents must demonstrate coverage capability at every location within the applicable RFI.

| Question & Answers: RFI OCONUS Generators | ||||
| Question No. | Referenced Text | Question | Answer | |
| 1 | Does FEMA anticipate keeping CONUS and OCONUS as two separate contracts, or is a combined or multiple-award approach under consideration? May a firm submit one response per RFI that shares a common Capability Statement? | FEMA will establish two separate single-award contracts: one for OCONUS and one for CONUS. Firms may submit proposals for both solicitations because they are separate contracts. | ||
| 2 | The inventories list 280 (CONUS) and 243 (OCONUS) external fuel tanks (mostly Western Global TransCube). Are the tanks in scope for inspection, fuel sampling, fuel polishing, and tank maintenance, or listed for reference only? | Yes, expectation will be that any external fuel tanks (to include the Western Global Transcubes) WILL recevie a comprehensive inspection during each scheduled service period. Upon release of the solicitation, guidance will be set-forth in the Performance Work Statement (PWS). | ||
| 3 | Most units appear to be trailer-mounted deployable generators held in storage, plus a few "Building Backup" units. Will the future PWS cover building backup units with their ATS and any paralleling switchgear, and will pre-deployment and post-deployment (return from disaster) inspections be in scope? | Most all of FEMA Generator Fleet is SKID Mounted. Trailer mounted units are some of the older generators within the Fleet and our new CAT units. The building back up units / site generators WILL be included in the servicing requirement. Pre & Post deployment inspections are currently not expected to be part of the scope of work. | ||
| 4 | Can FEMA share, with the eventual solicitation, unit run hours, the last 12 months of PM and corrective work orders, and required emergency response times by site? This would let respondents price PM and corrective work more accurately. | When the solicitation is issued, an updated Inventory will be provided, along with updated data as needed. | ||
| 5 | The RFI says "four OCONUS locations" but lists five. The inventory also lists St. Thomas and St. Croix, USVI (29 units) that are not in the location list. Are the USVI units in scope? | While the inventory lists St. Thomas & St. Croix, there is NO requirement to complete services in the USVI. ALL generator servicing for Caribbean equipment will be condcuted either at DC Caribbean or Ponce Warehouse. | ||
| • | Caribbean |
DC Caribbean: Rd.1, Km 25.1, Quebrada Arenas Ward, Caguas, PR 00725 Ponce Warehouse: 1000 Carr 507, Coto Laurel, PR 00780
• Hawaii DC Hawaii: 99-1269 Iwaena Street, Aiea, HI 96701 East Range: 1980 Higgins Road, Bldg. 6043, Wahiawa, HI 96786
| • | DC Guam, Bldg. 100, Barriagada GU 96913 | ||
| 6 | The inventory shows one "DC Hawaii" home station. About how many units are kept at East Range (Wahiawa) versus DC Hawaii (Aiea)? | The requirement for Hawaii is that units will be serviced at DC Hawaii (Aiea) AND at East Range (Wahiawa) | |
| 7 | The CONUS notice is marked as a Total Small Business set-aside on SAM.gov, but the OCONUS notice has no set-aside. Is FEMA considering a small business set-aside for OCONUS, as it used for the current contract? | Market Research is still ongoing and no final set-aside determinations have been made at this time. | |
| 8 | May a company submit an RFI response specifically for the Puerto Rico locations? Is FEMA considering separate regional awards, or a single award covering all locations? | Single national award for OCONUS Locations | |
| 9 | What preventive-maintenance frequencies, testing requirements—including load-bank testing—and emergency-response times are anticipated? | Specific maintenance requirements and intervals will be identified in the Performance Work Statement (PWS). The requirement is for Quarterly Run-ups (every 90-days) and an Annual/load bank servce per Performance Period. | |
| 10 | Are specific manufacturer authorizations, technician certifications, or other technical qualifications anticipated? | At a minimum: |
* Contractor: Hold a State Electrical Contractors License from any of the fifty states
* Technicans: Tier 4 engine platform training provided by registered OEM including but not limited to: Caterpillar; MQ Power, Cummins, Onan or Generac
* Technicans: Certification demonstrating advanced paralling capability
* Technican: Active, manufacture-validated certifications related to performing preventative maintenance, advanced troubleshotting and repair on Tier 4 Engine
* Technican: documentation demonstrating proficiency in using appropriate propretary OEM diagnostic software, communication adapters and electronic tooling necessary to interface with ECMs
* Personal Certifications or training records must also verify technicans maintain the mandatory training and operational undersanding required to execute the procedures in the PWS
* Must include a minimum of TWO (2) OSHA-Certified forklift operations, this is an ADDITIONAL certification not additonal staff
| 11 | Is there a required RFI response format, questionnaire, page limit, or request for preliminary pricing? | The question on the RFI addresses given current market and inflationary pressures, what contract types and pricing structure do you recommend balancing risk equitablity. The RFI is limited to no more than ten (10) pages. | |
| 12 | Period of Performance | Could you please advise whether the period of performance has been determined? | A final period of performance has not been determined by the Government is contemplating a 12 month base period with four 12-month option periods |
| 13 | May a firm submit a November 5 response limited to selected regions or sites—for example, Aiea and Wahiawa under OCONUS, or selected CONUS locations—or must it demonstrate coverage of every location in the applicable RFI? | They must demonstrate coverage at every location for each applicable RFI | |
| 14 | Are separate regional/location awards or geographic lots being considered, or is one award covering all locations contemplated under each requirement? | At this time, one contract will be awarded to a vendor to complete services at all FOUR CONUS Distribution Centers | |
| 15 | For a prime using qualified local service partners, may the response rely on those partners’ generator-maintenance experience and technician qualifications? What evidence should be included now—comparable projects, OEM training/authorization, EGSA/safety credentials, diagnostic and load-bank resources, or teaming commitments—and what must the prime demonstrate independently? | The Government is currently finalizing the acqusition stratgey and evaluation criteria for this requirement. The specific requests regarding the evaluation of subcontractor qualifications versus independent Prime Contractor cabailities, as well as the exact documentation required at the proposal stage will be fully detailed in Section L and Section M of the forthcoming solicitation. |
Prospective offerors are encourged to monitor SAM.gov for the release of the draft and final RFP.
| 16 | Please confirm the correct OCONUS inventory and site quantities. The accessible extracted copy labeled OCONUS displays CONUS home stations. Direct SAM attachment downloads are unavailable to us today; could you provide the current RFI PDFs and inventory workbooks for both notices? | Updated inventory is attached |
