REQUEST FOR INFORMATION (RFI) QUESTIONS (OCONUS):

1. Describe your company's experience managing generator maintenance fleets of similar size and complexity across OCONUS regions. What is your capability and geographic footprint to support one location in Guam, two distinct locations in Hawaii, and two distinct locations in the Caribbean?

2. Describe your proposed staffing models for the identified OCONUS locations (e.g., in-house personnel, local subcontractors, or "fly-away" teams). For Hawaii and the Caribbean—which contain two geographically separated locations each—how do you manage intra-island technician dispatch and travel logistics?

3. What is your company's capacity and proposed pricing model to scale operations to absorb a 15% to 30% increase or decrease in active generator inventory during the contract's

Deviation 26-08 for FAR Part 15, which were issued as part of the Revolutionary FAR performance? Please briefly describe your processes for incorporating new assets and removing from the inventory units that have been life cycled out.

4. What personnel qualifications, certifications (e.g., EGSA), safety credentials (e.g., OSHA), or OEM training are standard for routine PM, load testing, and emergency repairs? Is requiring certifications to be issued or renewed within the past two years a reasonable standard?

5. Beyond standard maintenance, what specialized certifications, training, or demonstrated experience should be required for technicians working on complex systems, such as Tier 4 Final engines, DEF systems, regeneration cycles, automatic transfer switches (ATS), and paralleling switchgear?

6. What diagnostic software, communication adapters, electronic service tools, manufacturer-specific tooling, load banks, fuel handling equipment, or other specialized equipment are typically required? Can your company perform these services without Government-furnished equipment (GFE)? If not, please identify any specific GFE required.

7. What preventive maintenance tasks, service intervals, load bank testing frequencies, and test run parameters does industry recommend for a fleet of this nature?

8. Given the high-salinity and high-humidity tropical environments of the OCONUS locations, what specialized corrosion-mitigation protocols do you recommend to prevent premature equipment degradation?

9. How does your company manage parts availability, long-lead items, and the transport of HazMat (fluids, batteries, DEF) to remote OCONUS sites? Additionally, describe your surge capability to support FEMA immediately following a major weather event (e.g., a hurricane or typhoon) in these OCONUS territories

10. Given current market and inflationary pressures, what contract type (e.g., FFP, T&M, or Fixed-Price with Economic Price Adjustment) and pricing structure do you recommend balancing risk equitably? What requirements or information should FEMA include or revise in the Statement of Work to maximize comp
