About this opportunity

The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) has issued a Request for Information (RFI) seeking industry capabilities for the Holistic Health and Fitness Management System (H2FMS). This special notice, posted on August 4, 2025, solicits information from contractors regarding potential solutions that could satisfy the Army's requirement for a comprehensive digital platform to manage soldier health and well-being. The H2FMS is envisioned as a single software tool that can economically scale human performance teams across the Army and manage the application of human performance team experts. The system aims to provide an integrated approach to soldier performance optimization through data analytics and decision-making support. Product Manager Holistic Health and Fitness (PdM H2F) issued this RFI to gather market intelligence before potentially releasing a formal solicitation.

The primary objective of the H2FMS is to create a comprehensive platform that tracks and optimizes soldier performance across five domains: physical, mental, spiritual, nutritional, and sleep. Industry responses are due by 12:00 PM Eastern Daylight Time on August 18, 2025, and should address software development approaches, existing platform features, teaming strategies, pricing structures, cybersecurity capabilities, and data rights. The Army seeks a vendor-agnostic, scalable solution that complies with FedRAMP Moderate and Impact Level 4 cybersecurity requirements and can integrate with AWS GovCloud and existing Army systems. The system must support 111 Active Component Brigades with software delivery targeted for early second quarter FY26, followed by Area Support Team onboarding through FY26-28. Contractors may submit optional 30-minute software demonstration videos, and any future solicitation may be issued under the Army Open Solicitation (AOS) W9128Z-25-S-A002.
