About this opportunity

The U.S. Army, through Army Contracting Command - Aberdeen Proving Ground (ACC-APG), is seeking innovative software solutions to develop the Holistic Health and Fitness Management System (H2FMS), a unified digital platform that will support soldier readiness across five wellness domains: physical, mental, spiritual, nutritional, and sleep. The system must streamline data from fragmented sources, provide personalized wellness insights, track performance across Army formations, and support leadership decision-making through predictive analytics using a Modular System Architecture (MOSA) approach. Vendors must be either a Non-Traditional Defense Contractor, comprised of small businesses, or contribute at least one-third of the project's total cost, and must possess the ability to provide live software demonstrations within seven days of white paper submission along with a minimum Secret-level Facility Clearance. The procurement follows a two-phase competitive process, beginning with 10-page white paper submissions describing proposed H2FMS solutions, followed by potential solution demonstrations and detailed prototype proposals for selected vendors. The white paper submission deadline is September 16, 2025, with the government considering questions but generally encouraging vendors to develop solutions based on currently identified requirements.

This solicitation does not utilize any set-aside designations and no incumbent contractors are mentioned in the documentation. The government anticipates making multiple Other Transaction (OT) awards under 10 U.S.C. 4022 authority, though specific budget ranges or award values are not disclosed in the available documents. The prototype project is structured for a 36-month performance period with a tentative award date of November 15, 2025, and the system must be scalable to support user growth through fiscal year 2028. The solution requires a single software application compatible across multiple devices with role-based configurations, secure API integrations, comprehensive data management capabilities, and compliance with Army cybersecurity standards including FedRAMP, RMF, and DISA requirements. The place of performance is listed as Washington, DC, and successful prototypes may lead to follow-on production contracts, aligning with broader Army modernization goals and the Army People Strategy.

Update #3 · Latest ·

11 September - Revisions have been made to the CFS Announcement, see updated document attached.

The Government is considering questions received and may post updates/responses to address select vendor technical questions if determined appropriate. However, generally vendors are encouraged to plan/develop/propose their solutions to address the stated requirements as currently identified. The overall intent of the Government is not to lead vendors to conclusions or unduly restrict potential whitepaper solutions by addressing technical questions received individually at this stage in the process.

Call for Solutions (CFS)

W91CRB-25-S-H2FMS

In Cooperation with Army Open Solicitation (W9128Z-25-S-A002)

Overview.  The U.S. Army is advancing its Holistic Health and Fitness (H2F) initiative to strengthen Soldier readiness by addressing the H2F domains—physical, mental, spiritual, nutritional, and sleep. To support this effort, the Army seeks to acquire a unified, digital platform known as Holistic Health and Fitness Management System (H2FMS) utilizing a Modular System Architecture (MOSA) approach.

H2FMS will streamline data across fragmented sources, using new tools to deliver personalized wellness insights, track performance across the Army formations, and support leadership decisions with predictive analytics. This solution aligns with Army modernization goals and empowers soldiers to take proactive ownership of their wellness while enhancing overall unit effectiveness and Soldier lethality.

The Army Contracting Command – Aberdeen Proving Ground (ACC-APG), on behalf of Product Manger Holistic Health and Fitness (PdM H2F), intends to competitively award agreements for a H2FMS prototyping project as detailed in the attached CFS documents and the draft H2FMS SOO (provided to vendors eligible to receive Controlled Unclassified Information (CUI) documents upon request, see below). PdM H2F seeks innovative software solutions, with a preference for commercial or commercially based modified software solutions, that can be rapidly prototyped and offer significant improvements over current capabilities.

The Government anticipates using Other Transaction (OT) Authority, leading to one (1) or more H2FMS Prototype OT Agreements (OTAs) under the authority of 10 U.S.C. § 4022, however, the Government reserves the right, at its sole discretion, to award solution(s) through one or more authorities specified in the Army Open Solicitation. The Government’s intent is to award agreement(s) to prime contractor(s) who provide full prototype solutions either individually or through creative teaming or subcontracting arrangements. The Government encourages competent providers (and any subcontractors) to be on multiple teams to achieve the vision and best solutions. Agreement awards will be dependent on available funding and criteria established in this CFS.

The Government’s expectation is that initial prototype software capabilities will be delivered rapidly after award of any resulting OT agreement(s) as identified in the draft SOO (provided to vendors eligible to receive Controlled Unclassified Information (CUI) documents upon request, see below).  An expedited evaluation and award timeline is expected and interested vendors should remain flexible and be prepared to respond quickly to Government requests throughout the CFS process. The Government reserves the right to cancel this opportunity or make no awards in conjunction with this opportunity.

To be considered for an OTA award, interested vendors must comply with at least one of the following conditions of 10 US Code §4022(d):

  1. At least one (1) Non-Traditional Defense Contractor (NTDC), as defined in section 3014 of Title 10 US Code §3014, is participating to a significant extent in this prototype project.
  2. All significant participants in the transaction other than the Federal Government are small business or NTDCs.
  3. At least one third of the total cost of the prototype project is to be paid out of funds provided by parties to the transaction other than the Federal Government.

Interested vendors are invited to submit white papers as detailed in the attachments to this CFS.

Phase 1 white paper submissions shall be submitted no later than the submission due date included as part of this CFS.
