About this opportunity
Defense Logistics Agency Troop Support is issuing a Request for Information to solicit market feedback on Pepsi cans and bottles supply to military customers in Florida (Eglin Air Force Base and Hurlburt Field), with RFI responses due May 26, 2026, and anticipated follow-on indefinite quantity contract award to a single vendor.
This is market research only; no solicitation is currently live and no payment will be made for RFI responses. DLA intends to award one IQC with a maximum contract value of $1,750,000 over 60 months. The scope includes 16 stock numbers across carbonated beverages and sports drinks (Pepsi, Diet Pepsi, Pepsi Zero Sugar, Mountain Dew variants, Canada Dry Ginger Ale, Starry, Sunkist, Mug Root Beer, Lipton Green Tea, and Gatorade products) in 20-ounce bottles or 12-ounce cans, 24 per box.
Delivery points span five facilities: Lightening DFAS facility and Seabreeze Dining Facility at Eglin AFB, Duke Field Dining Hall at Duke Field/Eglin AFB, and The Reef and Riptide dining facilities at Hurlburt Field. All delivered products must meet commercial quality standards and maintain appropriate temperatures throughout supply. Offerors must propose on all listed items; failure to meet specified quality requirements per item renders proposals technically unacceptable.
Respondents must be registered in SAM.GOV and DLA Internet Bid Board System (DIBBS), have internet access, and comply with FDA and Department of Health & Human Services inspections and audits. Vendors must support EDI transactions (810, 820, 832, 850, 861, 997) and interface with Subsistence Total Order & Receipt Electronic System (STORES). Responses should address geographic zone feasibility, minimum dollar delivery requirements, manufacturing capabilities, federal experience, small-business classification, and subcontracting to small businesses.
Notice text
Dear Valued Suppliers:
This is a Request for Information (“RFI”). DLA Troop Support’s (“Agency”) Subsistence Produce and Market Fresh Program is interested in comments and feedback regarding the Agency’s Pepsi Cans and Bottles items to the Department of War (“DoW” Troop). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in crafting an appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply Pepsi Cans & Bottles products to military customers located in the State of Florida (Eglin AFB/Hurlburt Field). Acceptance of supplies awarded under this solicitation will be limited to fresh product. All products delivered under this contract must conform to the following requirements:
Commercial standards should be used to maintain temperatures appropriate for the items.
When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoW/Troop customers in the State of Florida (Eglin AFB/Hurlburt Field). After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for Group 1. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for the award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for Group 1. Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.
The proposed contract ordering period is July 26, 2026, to July 26, 2031. If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by the close of business on May 26, 2026. Please respond via e-mail to the following address: Rasheed O’Kelley at Rasheed.o’kelley@dla.mil, Joshua D. Weber at Joshua.weber@dla.mil, and Amy N. Paradis at amy.paradis@dla.mil.
