About this opportunity
The Defense Logistics Agency Troop Support Subsistence is seeking full-service food support for visiting U.S. Navy ships and other military and federally funded customers throughout Puerto Rico. This Request for Information is issued to conduct market research regarding a potential six-month contract and invites comments from interested vendors on their capabilities and capacity to perform the work. Key contract requirements include comprehensive logistics services encompassing receiving, warehousing, inventory management, quality control, transportation, and electronic order processing for approximately 130 Navy Master Load List cargo items. Vendors must demonstrate compliance with the Berry Amendment, which mandates that food items be grown, reprocessed, or produced in the United States or its possessions. Responses must be submitted via email to four designated DLA contacts by close of business on October 31, 2025, and interested parties should address specific questions regarding company capabilities, experience in Puerto Rico, operational capacity, electronic ordering systems, and delivery capabilities.
This is a pre-solicitation notice with no set-aside designation identified, and no incumbent contractor is named in the available documentation. The estimated contract value is $6 million for the six-month period, with the contract covering a diverse range of food categories including frozen meats, canned vegetables and fruits, dry goods, baking mixes, dairy products, and prepared meals sourced from the Military Load List inventory. The food items are intended to support multiple service branches and military operations across various service unit categories. It should be noted that this RFI is issued solely for market research purposes, does not constitute a commitment to procurement, and will not result in compensation for respondents who provide information.
