About this file
This document is a Sources Sought/Request for Information (RFI) issued by DLA Troop Support for an OCONUS Subsistence Prime Vendor contract in Puerto Rico. The six-month contract will provide full-service food support primarily for U.S. Navy ships, with potential to support other military and federally funded customers in Puerto Rico. The estimated contract value is $6 million, and the contract involves comprehensive logistics services including receiving, warehousing, inventory management, quality control, transportation, and electronic order processing for 130 Navy Master Load List (MLL) CARGO items.
The RFI seeks market research from potential vendors, with specific questions about company capabilities, experience in Puerto Rico, operational capacity, electronic ordering systems, delivery capabilities, and compliance with the Berry Amendment (requiring food items to be grown, reprocessed, or produced in the United States or its possessions). Interested companies are asked to respond via email to four DLA contacts by close of business on October 31, 2025. The document emphasizes that this RFI is solely for market research purposes, does not constitute a commitment to procurement, and will not result in compensation for respondents.
