About this opportunity
The Defense Logistics Agency Troop Support Subsistence is seeking market research information regarding the supply of canned and bottled Coca-Cola products to military customers in Wyoming. This Request for Information (RFI) is a pre-solicitation market survey designed to inform the development of a future indefinite quantity contract and does not constitute a commitment to purchase or guarantee future business opportunities. Potential vendors must demonstrate capabilities including the ability to service all identified customers, adequate manufacturing capacity, and prior government contracting experience. Vendors are required to support the Subsistence Total Order & Receipt Electronic System (STORES) using specific Electronic Data Interchange (EDI) transactions, maintain internet connectivity and email capabilities, and comply with mandatory monthly and yearly inspections by County, State, and Federal agencies including the FDA. Responses to the RFI must be submitted by November 4, 2025, and the government will not compensate respondents for any costs incurred in developing their responses. Any proprietary information submitted will be protected if appropriately marked.
The RFI carries no set-aside designation and does not identify any current incumbents or contractors. The anticipated contract period is 60 months with a maximum estimated value of $350,000, based on the requirement for approximately 4,216 cases of Coca-Cola products over a 30-month tier period. The solicitation encompasses 21 line items of carbonated and sports drinks from Coca-Cola brands in various formats, including 12-ounce cans, 20-ounce bottles, and refrigerator packs. The identified military customers consist of three Air Force facilities in Cheyenne, Wyoming: the Air National Guard Cheyenne, the Chadwell Dining Facility at F.E. Warren Air Force Base, and F.E. Warren Air Force Base itself. All delivered products must meet commercial freshness standards and be maintained at appropriate temperatures, with failure to meet specified quality requirements rendering proposals technically unacceptable.

Request for Information (RFI) for Coca-Cola Cans and Bottles support for DLA Troop Support to military customers in the States of Wyoming (WY)
Dear Valued Suppliers:
This is a Request for Information (“RFI”). DLA Troop Support’s (“Agency”) Subsistence Produce and Market Fresh Program is interested in comments and feedback regarding the Agency’s Coca-Cola Cans and Bottles items to the Department of Defense (“DoD” Troop). There is no solicitation available at this time. The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government. The sole purpose of this RFI is to conduct market research to assist the Agency in crafting appropriate solicitation in the future.
Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply canned and bottled Coca Cola products to military customers located in the State of Wyoming. Acceptance of supplies awarded under this solicitation will be limited to fresh product. All products delivered under this contract must conform to the following freshness requirements:
Commercial standards should be used to maintain temperatures appropriate for the items.
When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoD Troop customers in the State of Wyoming. After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for Group 1. Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for Group 1. Said proposal shall be responsive to all the Solicitation’s requirements and free from any deficiencies.
Proposed contract ordering period is May 3, 2026 to May 3, 2031. If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by 8:00 p.m. Eastern Standard Time on November 4, 2025.
