This RFI applies to NAICS 312112 (bottled water manufacturing) and anticipates a multiple-award contract potentially structured with a small business set-aside, pending market research results.

Emergency response requirements mandate delivery of 900,000 liters per day within 24 hours of task order award. Steady-state delivery capabilities must support 30- to 150-day periods at these locations. Vendors must address sustained delivery rates, multiple simultaneous disaster responses across multiple locations, guaranteed response times, ramp-up production timelines, vendor-managed inventory and storage capacity by location, and transportation assets.
All water quantity responses must be expressed in liters with secondary units in cases, pallets, or truckloads. Responses must not exceed 15 pages (11-point font, 10-point for charts/tables), submitted in Microsoft Word or PDF format with subject line "RFI Response FEMA-Drinking Water for Survivors." Small business primes may partner with manufacturers. No pricing is required. An anticipated formal solicitation is expected in early January 2027. Submit to Contracting Officer Oneko Dunbar or Contract Specialist Marcia Irizarry-Snyder by November 4, 2026 at 11:00 a.m. Eastern Time; questions due October 20, 2026.
