About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) through its Weapons System Support (WSS) Philadelphia division is conducting market research to identify commercial solutions and methodologies for aviation supply demand forecasting. The RFI seeks information on predictive models, data integration capabilities, and training support to modernize the agency's approach to forecasting demand for Aviation Depot Level Repairables (DLRs) and consumable items across Naval aviation platforms. Respondents must demonstrate their ability to interface with Navy Enterprise Resource Planning (ERP) systems, incorporate variables such as flying hours and historical demand data, and deliver in-person training to the NAVSUP WSS workforce. The Government is seeking solutions that improve confidence levels between predicted and observed demand values while enhancing analytics capabilities. The RFI was posted on March 26, 2026, with responses due by April 9, 2026; this is a voluntary market research initiative issued solely for planning purposes and does not constitute a formal Request for Proposal or commitment to award a contract.
This pre-solicitation notice contains no set-aside designations and identifies no incumbent contractors or current award values. All interested firms will be required to sign a non-disclosure agreement (NDA) prior to receiving Navy demand data, after which they may develop and propose forecasting models at no cost to the Government. The RFI specifies technical specifications for standalone laptops that will be provided to support model development, including 32GB RAM, Intel Core i7 processors, 2TB NVMe SSD storage, and Ubuntu 24.04 LTS operating system. While no specific budget range or award value is disclosed in this pre-solicitation notice, firms should understand that any future procurement will likely require comprehensive technical support, on-site training capabilities, and proven integration experience with Navy ERP systems. The voluntary nature of this RFI presents an opportunity for interested vendors to demonstrate their capabilities and strengthen their competitive positioning for a potential future formal solicitation.
