About this opportunity

The General Services Administration is issuing a Request for Information (RFI) for all-weather stationery items, with responses due by October 15, 2026 at 5:00 p.m. EDT. This RFI supports market research and planning for a prospective Blanket Purchase Agreement anticipated to include a one-year base period and nine one-year option periods to be issued against existing GSA Federal Supply Schedules.

The procurement encompasses 234 line items organized by National Stock Number across three GSA federal supply classes: pens and pen refills, field binders and covers, all-weather paper products, calendars, notebooks, notepads, index cards, tactical field planners, and operational kits. Products must utilize Rite-In-The-Rain all-weather paper technology and function across extreme conditions from negative 30 degrees Fahrenheit to 250 degrees Fahrenheit, with capability to write on wet surfaces and underwater. J.L. Darling LLC is identified as the primary manufacturer, with Brand Name or Equal evaluation permitted under FAR 52.211-6.

Vendors offering equivalent products must provide detailed technical documentation addressing each specified characteristic, including dimensions, materials, colors, binding specifications, and ink formulations, or face rejection as non-responsive. Packaging must comply with ASTM D3951 commercial standards and marking requirements per FED-STD-123H (civilian) and MIL-STD-129R (military) with mandatory barcode inclusion. GSA procurement preference applies to items with highest postconsumer recycled material content within reasonable cost, including minimum 80% recovered plastic content for plastic binders and 25–80% postconsumer recovered materials for polystyrene products.

Participation is voluntary and submission of information is unpaid. Responses should be submitted via Google Form at https://forms.gle/HU1PpHCJT4wKwaxa7. Direct questions to Contract Specialist Jocelyn Vazquez-Wiggins at jocelyn.vazquez-wiggins@gsa.gov.
