About this file
This is an Item Purchase Description (IPD) attachment that provides detailed specifications for 15 all-weather stationery products sourced from JL Darling, LLC or equivalent manufacturers. The products are GSA-managed National Stock Numbers (NSNs) intended for field use in challenging environmental conditions and include various index cards, tactical notepads, and notebooks ranging from pocket-sized (3.00" x 5.00") to standard letter-sized formats (8.50" x 11.00"). All items feature Rite in the Rain paper technology, wire-O binding, non-glare surfaces, and grid or form-based page patterns; most are designed to fit in shirt or hip pockets when folded. Cover materials are Polydura, available in colors including black, tan, gray, blue, green, and orange, with pricing basis weights ranging from 20 to 100 pounds per ream.
The IPD establishes mandatory requirements applicable to all bidders offering equivalent products under FAR provision 52.211-6 (Brand Name or Equal). Vendors must provide detailed conformance information addressing each specified characteristic, including dimensions, basis weights, page layouts, binding specifications, and ink colors; failure to furnish this documentation will result in bid rejection as non-responsive. All products must utilize Rite in the Rain paper components (NSN 7520-01-498-1876 or 7520-01-498-2079), comply with ASTM D3951 commercial packaging standards, and meet quality assurance requirements for workmanship free from defects. Packaging and marking must conform to FED-STD-123H (civilian) and MIL-STD-129R (military) standards with barcode inclusion; GSA procurement preference will be given to items with the highest post-consumer recycled material content within reasonable cost, in accordance with FAR 23.403.
