About this opportunity

The Federal Emergency Management Agency (FEMA) National Community Section has issued a Request for Information (RFI) to identify contractors capable of providing comprehensive support for the Integrated Public Alert and Warning System (IPAWS) Division's National Public Warning System (NPWS). The procurement seeks services related to NPWS Primary Entry Point (PEP) station sustainment, modernization, shelter fabrication, and broadcast-based program support across the nation's emergency alert infrastructure. Key contractor qualifications include expertise in high-powered radio broadcast communications, equipment inventory management, shelter fabrication, construction project management, and the ability to provide employees with Top Secret security clearances. Respondents must submit a ten-page response by November 21, 2025, at 3:00 PM EST to erin.cotter@fema.dhs.gov that includes a cover page, contractor capability statement, and detailed answers to twelve specific technical questions. The RFI is categorized under NAICS code 541690 (Other Scientific and Technical Consulting Services) and PSC code R499 (Support-Professional: Other), and responses will be evaluated based on demonstrated technical capabilities, relevant project experience, and operational readiness to support the national emergency alert infrastructure.

This procurement includes no set-aside designations and does not identify any incumbent contractors or current service providers. The contract structure anticipates a base period of one year with four potential one-year option periods, covering work throughout the Continental United States, Outside the Continental United States, and U.S. Territories, though specific budget ranges or award values are not disclosed in the RFI documentation. The government will require key personnel including a Project Manager, Task Leads, Broadcast Engineers, and Site Superintendents, with work involving the sustainment and modernization of over 70 PEP radio stations designed to broadcast presidential and emergency alerts nationwide. The draft Statement of Work emphasizes critical modernization efforts encompassing infrastructure upgrades, environmental and historic preservation assessments, pre-construction activities, construction, and potential decommissioning of PEP stations. As a Request for Information, this notice is solely for market research purposes and responses are not considered binding offers; respondents are responsible for all expenses associated with their submissions.
