About this opportunity

The Department of Homeland Security's Office of Procurement Operations has issued a Request for Information (RFI) seeking contractors to provide comprehensive preventive and corrective maintenance services for Video Surveillance Systems (VSS) and Intrusion Detection Systems (IDS) across 34 federal buildings in FPS Region 9, which encompasses Arizona, California, Guam/Saipan, Hawaii, and Nevada. The maintenance services include quarterly and annual preventive maintenance, emergency repairs, system evaluations, and potential equipment replacements for security equipment such as interior and exterior cameras (both analog and IP), DVRs, NVRs, alarm panels, keypads, glass breaks, door contacts, and duress buttons. Key contractor qualifications include possessing current ISO 9001-2015 certification, manufacturer certifications for video management systems, demonstrated experience in VSS/IDS maintenance across multiple locations, and the capability to respond to simultaneous maintenance requests across different geographical areas. The contract structure will be a Hybrid Blanket Purchase Agreement featuring firm-fixed-price preventive maintenance and time-and-materials corrective maintenance components. Interested contractors must submit their responses by July 1, 2025, to lynn.e.miller@fps.dhs.gov.

This procurement opportunity does not utilize any set-aside designations and is open to all qualified contractors. The contract will feature a base period of 12 months with four potential 12-month option periods, creating a possible total contract duration of five years. The maintenance work spans 34 buildings across five states and territories, requiring contractors to demonstrate the operational capacity to service geographically dispersed federal facilities simultaneously. The RFI specifically covers two types of maintenance: regularly scheduled quarterly preventive maintenance designed to minimize corrective maintenance needs, and unscheduled reactive corrective maintenance to restore non-operational equipment to full functionality. No information regarding potential award values, budget ranges, or incumbent contractors has been disclosed in this pre-solicitation phase. The government has confirmed that PDF drawings are available for most locations and that no transition period will be required for the successful contractor.
