About this opportunity
The Defense Logistics Agency Energy (DLA Energy) is seeking small businesses to provide ground fuel requirements across Idaho, Montana, Oregon, and Washington through a Request for Information (RFI) numbered SPE605-25-RFI-1004. The procurement will encompass a comprehensive fuel supply program involving 187 line items totaling approximately 20 million U.S. gallons of various fuel types, including aviation gas, biodiesel, ultra-low sulfur diesel, ethanol, marine gas oil, different gasoline grades, and jet fuel. Potential contractors must demonstrate extensive capabilities in fuel handling, storage, transportation, testing, and safety measures, with a focus on detailed administrative documentation and comprehensive capability assessments. The RFI requires companies to provide information about state licensing, refinery sources, financial resources, transportation assets, laboratory testing capabilities, and quality control procedures. Responses are due by 2:00 PM EST on February 25, 2025, with companies expected to submit three past performance references and evidence of technical competence.
The solicitation is designated as a 100% Small Business Set-Aside, though large businesses can participate by partnering with small businesses as subcontractors. The procurement falls under NAICS code 324110 for Petroleum Refineries and will involve delivering fuel to multiple government locations including military installations and Veterans Affairs facilities across the four-state region. While a specific award value is not explicitly stated, the 20 million gallon requirement suggests a significant contract opportunity for qualified small businesses. The RFI emphasizes the need for robust infrastructure, including transportation fleets, storage facilities, and comprehensive testing capabilities to meet government fuel specifications. Interested companies must provide documented evidence of their technical and operational capabilities from the past five years, demonstrating their readiness to support critical government fuel requirements across the specified geographic area.
