The procurement will be a 100% Small Business Set-Aside, though large businesses can participate as subcontractors. The requirement involves 187 line items totaling approximately 20 million U.S. gallons of various fuel types including aviation gas, biodiesel, ultra-low sulfur diesel, ethanol, marine gas oil, different grades of gasoline, and jet fuel. The NAICS code is 324110 (Petroleum Refineries).

Responses are due by 2:00 PM EST on February 25, 2025 and must include detailed administrative information and capability assessments. Companies must demonstrate experience in fuel handling, storage capacity, transportation fleet capabilities, testing facilities, and safety measures from the past 5 years. The RFI requires information about state licensing, refinery sources, financial resources, transportation assets, lab testing capabilities, quality control procedures, and three past performance references.
