About this opportunity
The 341st Contracting Squadron at Malmstrom Air Force Base, Department of the Air Force Global Strike Command, issued a Request for Information on fiber optic cabling installation and maintenance services with a response deadline of July 6, 2026, at 12:00 PM MDT. The government is conducting market research on a planned 5-year Firm-Fixed-Price contract with no set-aside, minimum guaranteed orders of $40,000 annually, and a maximum contract value of $5 million.
Work is limited to Malmstrom's main base in Montana and includes Category 6 copper and multimode fiber optic cable installation, site surveys, end-to-end testing (Tier I OLTS standard, Tier II OTDR as needed), rack and cabinet installation, fiber distribution panels, and preventative maintenance inspections on communications closets and handholds. The contract requires 24/7 emergency response capability for backbone cable restoration and 100% inspection with zero defects on final delivery. All personnel require REAL-ID credentials and base access clearance.
The pricing structure uses a single CLIN at $1.00 per unit with itemized unit pricing for labor and materials. Inside plant crew rates are $72.00 per hour (normal), $85.50 per hour (after-hours), and a 1.05 multiplier for urgent response under 48 hours. An Economic Price Adjustment will apply after Year 2 based on the BLS Employment Cost Index.
Responses should address the unit-based pricing sheet structure, proposal-building feasibility, EPA mechanism adequacy, feasibility of 30-day, 48-hour, and 4-hour response times, supply chain risks for compliant materials, PWS restrictiveness, appropriate units of measure for surveys and maintenance, and general contract concerns. Submit responses via email to Charles McClintic (charles.mcclintic@us.af.mil) and Jean-Denis Ducimetiere (jean-denis.ducimetiere@us.af.mil).
