About this file
This is a Request for Information (RFI) issued by the 341st Contracting Squadron at Malmstrom Air Force Base for IT cabling infrastructure and maintenance services. The Government is conducting market research to identify qualified contractors and gather industry feedback on a draft Performance Work Statement. The planned requirement is a 5-year, Firm-Fixed-Price (FFP) contract with no option periods, featuring a guaranteed minimum of $40,000 annually and a maximum contract value of $5,000,000 over the 5-year period. The contract will utilize a single Contract Line-Item Number (CLIN) structured at a unit price of $1.00 per unit, with actual project costs calculated from a detailed, itemized pricing sheet that includes separate unit prices for materials and labor (such as per-foot rates for fiber optic cable or per-hour labor rates). The Government proposes an Economic Price Adjustment (EPA) after Year 2 based on the BLS Employment Cost Index (ECI).
Responses to this RFI must be submitted by email by July 6, 2026, at 12:00 PM MDT to Charles McClintic (charles.mcclintic@us.af.mil) and Jean-Denis Ducimetiere (jean-denis.ducimetiere@us.af.mil) with subject line "RFI A064804 - Malmstrom IT Cabling." The Government is specifically seeking vendor feedback on the unit-based pricing sheet structure clarity, accounting and proposal-building feasibility, EPA mechanism adequacy, feasibility of response times (30 days standard, 48 hours urgent, 4 hours emergency), supply chain and lead-time risks for regulatory compliant IT materials (racks, fiber, conduit), areas of the PWS that may be restrictive or conflict with industry standards, appropriate units of measure for surveys and Preventive Maintenance Inspections (PMI), and general concerns regarding this contract type. The RFI includes two attachments: a Performance Work Statement and a Pricing Sheet (Excel).

REQUEST FOR INFORMATION (RFI)
FROM: 341 CONS/PKB
SUBJECT: IT CABLING INFRASTRUCTURE & MAINTENANCE
1. This is a Request for Information (RFI) only. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.
2. The 341st Contracting Squadron is conducting market research to identify potential qualified contractors and to solicit industry feedback on a draft Performance Work Statement (PWS). The
Government is seeking to establish a 5-year, Firm-Fixed-Price (FFP) requirement contract with no option periods for IT cabling infrastructure at Malmstrom AFB. The contract will utilize a pre-priced for materials and labor, with a guaranteed minimum of $40,000 annually and a maximum contract value of $5,000,000 over the 5-year period.
3. The Government intends to utilize a single, pre-priced Contract Line-Item Number (CLIN) structured at a unit price of $1.00 per unit.
To establish the actual costs for individual projects, the contract will incorporate a detailed, itemized pricing sheet as the contract's rate schedule. On this sheet, contractors will provide separate unit prices for materials and labor for each required task (e.g., a per-foot rate for fiber optic material + a per-foot rate for labor).
When a requirement is identified, the total Firm-Fixed-Price (FFP) for the project will be calculated using the pre-established rates on the pricing sheet. The resulting dollar value of the project will dictate the number of units ordered under the single $1.00 CLIN. For example, a project calculated at a total cost of $15,500.00 will be ordered as 15,500 units of the $1.00 CLIN.
4. The Government requests vendor/contractor feedback on the following:
• Does the unit-based pricing sheet structure (e.g., pricing per foot of cable, per rack, per composite crew hour) provide sufficient clarity to develop accurate proposals?
• Does providing separate material and labor unit rates on the pricing sheet (which will calculate the FFP project total to be ordered via the $1.00 CLIN) present any accounting or proposal-building difficulties for your firm?
• The PWS proposes an EPA after Year 2 based on the BLS Employment Cost Index (ECI). Is this mechanism clear, and does it adequately mitigate the risk of a 5-year contract without option periods?
• Are the required response times (30 days for standard, 48 hours for urgent, 4 hours for emergency) feasible given the location of Malmstrom AFB?
• Do you foresee any supply chain issues or lead-time delays in procuring regulatory compliant
IT materials (racks, fiber, conduit)?
• Are there any areas in the draft PWS that are restrictive, ambiguous, or conflict with current commercial industry standards?
• What unit of measure would be most appropriate for the surveys and PMI in the pricing sheet?
• What improvements can be made to the PWS from the industry standpoint?
• What are your concerns regarding this type of contract?
Please note all other concerns you have with this proposed requirement contract.
5. Please submit email responses for this RFI by 6 July 2026 at 12:00 PM MDT. Please email responses to Charles McClintic at charles.mcclintic@us.af.mil and Jean-Denis Ducimetiere at jean-denis.ducimetiere@us.af.mil with subject line RFI A064804 - Malmstrom IT Cabling.
