1.2.10 Contract Line-Item Number (CLIN) Structure

The contractor shall provide all necessary materials, equipment, and labor required for the complete installation, testing, and certification of the IT cabling infrastructure as specified herein. All work will be funded through a single Contract Line Item Number (CLIN) structured at

$1.00 per unit. The specific pricing and total cost for each order will be calculated in accordance with the pre-priced pricing sheet. The contractor shall track, report progress, and invoice against the entire order. Payment will be processed against the single CLIN only for those orders that have been satisfactorily completed, inspected, and accepted by the Government.

1.2.10.1 Notes on Pricing Sheet Structure:

All material pricing on the pre-priced pricing sheet is a unit-based price and contains all material, hangers, seals, incidentals, profit, etc. All labor pricing is a unit-based price and includes all direct labor, overhead and profit (OH&P), etc. per unit of measure (e.g., labor cost of 1 ft of ¾”

EMT installation). If required materials or labor are not available on the pre-priced pricing sheet, a contractor estimate will be requested for those specific items. Movement and mobilization must be incorporated into the overall unit costs, as there is no separate line item for these activities. The Government warrants that a minimum of $40,000 of orders will be placed over a fiscal year, totaling a minimum value of $200,000 over the 5-year period. The maximum value of this contract will be $5,000,000.

Communications Squadron (341 CS). Upon receipt, the 341 CS will conduct an initial requirements survey to evaluate the technical scope and feasibility of the request and will subsequently approve or disapprove the requirement. For approved requirements, the 341 CS will forward the approval and preliminary project details to the contractor. The contractor shall then conduct a comprehensive site survey to determine the exact material, equipment, and labor quantities needed to complete the work. Based on the findings of this site survey, the contractor shall develop and submit a detailed project estimate. This estimate must calculate costs by applying the pre-established unit prices from the contract's pricing sheet . The itemized unit costs shall be aggregated to establish a definitive Firm Fixed Price (FFP) lump sum proposal for the specific project, which must be submitted to the government for final review, funding, and authorization prior to the commencement of any installation activities.
