About this opportunity

The Defense Logistics Agency Troop Support Subsistence is conducting market research through a Request for Information (RFI) for the procurement of Coca-Cola canned and bottled beverage products to support Department of Defense troop customers located throughout the State of Louisiana. The agency intends to issue a future solicitation for an indefinite quantity contract covering a 36-month performance period from November 2, 2025, to October 28, 2028, with the goal of making a single award to a commercial firm capable of supplying fresh beverage products. Offerors will be required to propose on all 20 items listed in Group 1 of the Schedule of Items, which includes various Coca-Cola branded products, juices, sports drinks, and vitamin water, with failure to propose on all items potentially rendering a proposal technically unacceptable. All delivered products must conform to commercial freshness standards and appropriate temperature maintenance requirements. Interested parties must respond to the attached market research questionnaire by close of business on July 3, 2025, submitting their completed responses via email to Stephanie Milstein at Stephanie.Milstein@dla.mil and Matthew Sacca at Matthew.Sacca@dla.mil.

This procurement opportunity does not include any set-aside designations and is open to all qualified commercial firms. The maximum contract value is established at $250,000 over the 36-month performance period, with an estimated total 12-month quantity of 4,300 units across all beverage items, with individual line item quantities ranging from 15 to 547 cases or boxes. The contract will serve multiple military installations throughout Louisiana, including Barksdale Air Force Base, Fort Johnson, Camp Beauregard, and USACE New Orleans District, among other DoD facilities as detailed in the delivery schedule. Potential contractors must be registered in the System for Award Management (SAM), possess internet access capabilities, and demonstrate compatibility with the government's STORES electronic ordering system and Electronic Data Interchange (EDI) transactions for purchase orders, invoicing, and catalog transmissions. The government emphasizes that this RFI is strictly for market research purposes and does not guarantee future business opportunities or compensation for information provided by respondents.

Notice text

This is a Request for Information (“RFI”).  DLA Troop Support’s (“Agency”) Subsistence Produce and Market Fresh Program is interested in comments and feedback regarding the Agency’s Coca Cola Cans and Bottles items to the Department of Defense (“DoD” Troop). Background: The Agency intends to issue a solicitation and ultimately enter into indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply Canned and Bottled products to military customers located in the State of Louisiana. Acceptance of supplies awarded under this solicitation will be limited to fresh product. All products delivered under this contract must conform to the following freshness requirements:

Commercial standards should be used to maintain temperatures appropriate for the items.

When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoD/Troop customers in the State of Louisiana. After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for Group 1.  Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for Group 1.  Said proposal shall be responsive to all of the Solicitation’s requirements and free from any deficiencies.

Proposed contract ordering period is November 2, 2025, to October 28, 2028. If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by the close of business on July 3, 2025.  Please respond via e-mail to the following address:  Stephanie Milstein at Stephanie.Milstein@dla.mil and Matthew Sacca at Matthew.Sacca@dla.mil.
