The anticipated procurement will support comprehensive training delivery at CDP facilities in Anniston, Alabama, including resident and non-resident courses across all-hazards emergency response disciplines. The Government anticipates commencing work in late Fiscal Year 2027 under the GSA OASIS+ Human Capital Domain contract vehicle. The draft Performance Work Statement outlines a five-year performance period comprising a one-month phase-in, an eleven-month base period, and four twelve-month option periods. The contractor must deliver resident training (54 courses totaling approximately 325 annual iterations) and non-resident training (16 courses totaling approximately 132 annual iterations) across four primary facilities: Main Training Facility, COBRA Training Facility, Noble Hospital Training Facility, and Advanced Responder Training Complex. Responsibilities include managing qualified instructors, providing logistical and safety support, and delivering digital training content via Articulate software and similar government-approved tools, including online courses, Virtual Instructor-Led Training, video-based products, and micro-learning modules.
Key personnel—Project Manager, Deputy Project Manager, Training Managers, Quality Manager, Exercise Manager, Accountant, and Digital Learning Production Manager—require Government approval. All contractor personnel must be U.S. citizens or lawful permanent residents with favorable public trust suitability determinations and appropriate background investigations (Tier 1–4 depending on risk level). Personnel at CDP facilities must comply with DHS Form 11000-6 (Non-Disclosure Agreement), FOUO safeguarding, OPSEC training, Insider Threat training, and facility access procedures.
RFI responses must not exceed 15 pages (excluding cover page), use 11-point minimum font, and be submitted in Microsoft Word or Adobe PDF format with 20 MB email attachment limit. Questions are due by 2:00 PM Eastern on September 18, 2026.
