About this opportunity
The Federal Bureau of Investigation issued a Request for Information on July 27, 2026, closing August 10, 2026, seeking vendors capable of providing COTS business intelligence software branded as WebFOCUS or an equivalent solution that operates in highly secure, air-gapped AWS-SC2S environments on the SECRET network.
The FBI's Analytical Technology Services division requires a BI platform to support the Financial Reporting Application-Cloud (FRA-C) system within the Finance and Facilities Division's Accounting and Technology Section. The solution must support up to 5,000 total user licenses (3,000 general users, 1,500 ad hoc reporting users, and 9 developer licenses) and provide read/write database adapters for SQL Server, Aurora/Postgres SQL, Redshift, Oracle, Excel, formatted text, and JSON files. Required capabilities include visual reporting and dashboarding, automated report distribution with Active Directory integration, SSL/certificate-based authentication, audit logging, real-time executive dashboards including DCOI metrics, Section 508 accessibility compliance, and GitLab integration. Technical support must include next business day response via email and telephone, critical security patches within 24 hours, and operations and maintenance access to patches within 2 days.
Respondents must submit capability statements addressing organizational capabilities, technical approach, pricing structures with tiered and volume-based discount details, service level agreement options, and contracting mechanisms (including GSA Schedule, NASA SEWP, or FBI ITSSS-2 BPA availability). Questions are due by August 3, 2026; capability packages are limited to ten pages and due by August 10, 2026, Noon Eastern Time, to Contracting Officer Teala Watkins at tmwatkins@fbi.gov. This RFI is for informational purposes only and does not constitute a government commitment.
