About this file

This is a Request for Information (RFI) template issued by the Federal Bureau of Investigation's Finance and Facilities Division on July 27, 2026, seeking market research information regarding WebFOCUS or equivalent business intelligence software and associated services.

The RFI addresses the FBI's need to procure brand name or equal to WebFOCUS licensing and support services for the Financial Reporting Application-Cloud (FRA-C) system, which serves the Accounting and Technology Section. The solution must operate within highly secure, air-gapped AWS-SC2S commercial cloud environments and provide minimum capabilities including reporting visualization, dashboarding, data extraction/transformation/load (ETL) capabilities, scheduling, application and data monitoring, and logging. The Government seeks information from authorized resellers regarding technical qualifications, pricing structures (including tiered and volume-based discount details), service level agreement options, and contracting mechanisms. Respondents must identify organizational capabilities, address deployment strategies for secure environments, describe commercial pricing structures with specific price tiers and discount conditions, and provide transition plans if recommending alternative solutions. Responses should address five key areas: capability statement, contract requirements (including GSA Schedule, NASA SEWP, or FBI ITSSS-2 BPA availability), technical approach, additional organizational information, and estimated cost ranges for market research purposes only. Questions must be submitted via email by August 3, 2026, with answers posted by August 5, 2026. All capability packages are due by August 10, 2026, Noon Eastern Time, submitted electronically to Contracting Officer Teala Watkins at tmwatkins@fbi.gov, limited to ten pages in Microsoft Word/Excel/PowerPoint or PDF format with Times New Roman 12-point font and one-inch margins. The RFI emphasizes this is for informational purposes only, is not a solicitation, does not constitute a government commitment, and responses are strictly voluntary with no reimbursement for preparation costs.
