About this opportunity
The Department of State Office of Acquisition Management sought replacement of an outdated fire alarm system at the U.S. Embassy Berlin Curtius Annex, with proposals due September 21, 2026, but Amendment 0002 issued October 1, 2026 cancelled the solicitation in its entirety due to receipt of no technically sufficient offers.
Place of performance is Berlin-Steglitz-Zehlendorf, Germany (Curtiusstrasse 64). The scope required complete replacement of the fire panel and alarm system, extension of coverage to the workshop area not currently served, and compliance with Department of State standards and German DIN 0833-2 and DIN 14675 standards. The new system must integrate with existing building infrastructure and match or exceed the performance of the existing system. The contractor had to provide planning and design; materials including a Hekatron Integral EvoxX M control panel, 143 acoustic sirens, 46 manual call points, 208 multi-sensor detectors, six flame detectors, and 2,500 meters of fire alarm cable; full installation and labor; and expert acceptance testing. The performance period was 150 calendar days from Notice to Proceed.
Bidders were required to hold BHE Bundesverband Sicherheitstechnik e.V. certification and valid VdS Schadenverhutung GmbH certificates as approved installation companies for intrusion alarm and fire detection systems. A mandatory pre-proposal site visit was scheduled for September 9, 2026 at 11:00 a.m., with registration required by September 3. Questions were due September 11. The contract was Firm Fixed Price, unrestricted (no set-asides), PSC N063, NAICS 238210. Award was to be based on best value considering management plan, strategic plan, corporate experience, combating trafficking in persons compliance, and price. Amendment 0001 issued September 18 added a questions and answers attachment; Amendment 0002 on October 1 cancelled the entire solicitation.
