About this opportunity

The National Park Service Pacific West Region seeks replacement of an aging fire alarm control panel at the John Day Fossil Beds National Monument Maintenance Shop in Kimberly, Oregon, with proposals due July 14, 2026 at 1:00 PM Pacific Daylight Time and questions due June 18, 2026 at 1:00 PM PDT. This is a 100% small business set-aside (NAICS 238210, $19 million size standard).

Place of performance is the JODA Maintenance Shop at 32651 Highway 19, Kimberly, Oregon 97848. The contractor must be a licensed Oregon fire alarm contractor with personnel holding Oregon Limited Energy Technician Class A licensure or equivalent, and must employ personnel with NICET Fire Alarm Systems certification or equivalent. The new panel must be a currently manufactured, UL-listed addressable or hybrid-addressable control panel (basis of design: Silent Knight SK-5208 or brand-name equal) with minimum 10-zone expandable capacity, fitting within 18"W × 24"H maximum space. The contractor must reconnect all existing initiating device and notification appliance circuits, provide new conduit and wiring approximately 10 feet for sprinkler riser devices, and coordinate cutover to the Government's existing central station monitoring service via two Government-provided analog telephone/POTS lines. All work must comply with NFPA 72, NFPA 70, NFPA 13, NFPA 101, and International Fire Code Chapter 9. Execution requires 100% pretest of all devices, minimum two-week scheduling notice for Authority Having Jurisdiction acceptance testing, and a minimum one-year manufacturer and installer workmanship warranty from final acceptance.

The contractor must begin performance within 10 calendar days of receiving notice to proceed and complete all work within 60 calendar days. Performance and payment bonds are required within 10 calendar days of award; liability insurance of $500,000 per occurrence is mandatory. Davis-Bacon wage rates (Wage Decision OR20260093) apply. The Government estimates project value between $25,000 and $100,000 and anticipates award in mid-July 2026. A mandatory site visit is scheduled for June 16, 2026 at 9:00 AM PDT at Park Headquarters in Kimberly; registration closes June 15, 2026 at 3:00 PM PDT. Amendment 0001 (effective June 24) extended the due date to July 14 and added revised Statement of Work (Attachment 8) and vendor questions and answers (Attachment 7).
