About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 is seeking a contractor to replace a sewage lift pump in Building 12 at the Central Alabama Healthcare System in Tuskegee, Alabama. The project involves removing an existing pump installed in 1923 that currently serves buildings 12, 13, 14, 15, and 65, and installing new duplex sewer pumps with a basin and emergency power connectivity. The contract will require installing pumps rated at 207 GPM with a 31 ft head, connected to a 6'-0" diameter fiberglass basin, and ensuring continuous sewage service during the replacement process. Proposals are due by March 28, 2025, at 1:00 PM EST, with evaluation criteria prioritizing past performance over price. A site visit was conducted on January 29, 2025, and requests for information were due by February 7, 2025.

This solicitation is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 236220 with a size standard of $45 million. The estimated contract value ranges between $500,000 and $1,000,000, with a performance period of 90 calendar days. Contractors must comply with subcontracting limitations, requiring the SDVOSB to perform at least 15% of general construction work. The place of performance is Montgomery, Alabama, with specific work to be conducted at the VA Medical Center. A bid guarantee of 20% is required, not exceeding $3 million, and payment and performance bonds must cover 100% of the contract value. Contractors must also submit an Experience Modification Rate form demonstrating safety performance and comply with prevailing wage determination standards for the region.

Update #2 · Latest ·

This project will remove and replace the sewage lift pump located on the first floor of Building 12 that was installed around the time the boiler plant was constructed in 1923. The existing pump currently serves buildings 12, 13, 14, 15, and 65. Although the pump remains operational, if it were to fail replacement parts are not available to repair the pump. This project design specifies new duplex sewer pumps that can be serviced along with a basin. This will help to ensure that sewage service to buildings 12, 13, 14, 15, and 65 continues with no interruptions. The new duplex sewer pumps will be connected to emergency power to provide service in the event of a power outage.
