About this opportunity
The Federal Bureau of Prisons is procuring construction services to replace flat roofs across the Federal Correctional Institution (FCI) Petersburg-Low complex in Hopewell, Virginia. The procurement involves a firm-fixed-price construction contract requiring contractors to provide all labor, equipment, parts, materials, and supplies necessary to replace the existing flat roofing systems throughout the facility. Key requirements include mandatory attendance at a pre-bid site visit and completion of criminal history checks for all personnel accessing the secure correctional facility. The solicitation underwent two amendments that provided additional clarification, extended deadlines, and specified that existing roof drains, hatches, and smoke/heat vents should not be included in proposals as they were determined to be in good working condition. Bids were due by August 27, 2025, with electronic submission required through a designated Box.com portal, and a virtual bid opening was conducted via Microsoft Teams.
This procurement is designated as a total small business set-aside under NAICS code 238160 (Roofing Contractors) with a small business size standard of $19 million in annual receipts. The estimated project value falls between $5 million and $10 million according to FAR 36.204 classifications, though the government estimate was specifically $6.2 million. Six contractors submitted bids ranging from approximately $4 million to $8.3 million, with the lowest responsive bid at $4,028,970 from AOD RBT JV. The contract performance period is established at 427 calendar days, with work required to commence within 10 calendar days of award. All work will be performed at the Federal Correctional Institution located at 1100 River Road, Hopewell, Virginia 23860, within the secure perimeter of the federal prison facility.
