I. INTRODUCTIONS:
Round table introduction of all attendees.
II. PURPOSE OF MEETING:
Familiarized the contractors with the unique circumstances and requirements surrounding a correctional setting. This meeting is also explained the solicitation, as issued, and did not furnish additional information.
Advised contractors that nothing said in the meeting shall be interpreted as a change to the solicitation without the issuance of a formal amendment through the FAO Contracting Officer, Kimberly Johnson.
III. MINUTES:
Advised minutes will be recorded and distributed via www.sam.gov.
IV. SITE VISIT INFORMATION:
Walked to selected site for Replace Roofs immediately following the meeting.

VII. GENERAL TOPICS:
The following submission/completion items will be addressed:
1. From the solicitation, each bidder SHALL complete and submit the following forms, clauses, and statements with his/her bid. Failure to do so may cause your bid to be considered as non-responsive:
• BID SUBMISSION COVER PAGE: Please include Name of Company, UEI number, and Bid Bond mail (Fedex, UPS, USPS) tracking number.
• STANDARD FORM 1442 Pages 1, 2, 4, and 51 thru 60: Please include DUNS number and Tax ID# and e-mail address where indicated in block 10 and complete blocks 14-20c. If your company has a “doing business as” name reflected in you SAM registration, include this name as well in Block 14. Ensure the address typed in block 14 matches the address in your SAM registration.
• PAST PERFORMANCE SUBMISSION: Please ensure the Cover letter is reviewed and complied with its entirety. References and banking submissions must be submitted in advance to the bid opening directly to knjohnson@bop.gov via email. CPARS entries are also acceptable.
• COMMODITY OR SERVICES SCHEDULE (PAGE 4): Complete the Unit Price (JB = job) and Amount blocks (these amounts will be the same). Note: The amounts listed in this section should be the same as the amount listed in block 17 of the SF-1442.
• BID GUARANTEE: See Page 5 of the solicitation. A bid bond must be submitted in original (ink signatures) with your solicitation. The penal sum of the bond must be at least 20% of the bid price, not to exceed $3 million, whichever is less. A blank bid bond was included in the solicitation. The bid bond must be from a government approved surety. A list of approved sureties can be located on the Department of Treasury, Bureau of the Fiscal Service website.

• DAVIS BACON ACT: This contract is subject to the Davis Bacon Act. Wage Decision VA20250170 is applicable for this area. All applicable workers must be paid according to the terms of the wage decision.
• LICENSING AND PERMITS: All required licensing, and permits are required to be obtained by the contractor who receives contract award.
• MAGNITUDE: The magnitude of the project is between $5,000,000 and $10,000,000

• WORK HOURS: Work hours within the secure perimeter shall be between 7:30 am to 3:30 pm Monday through Friday excluding weekends and federal holidays.
• COR: The Contracting Officer’s Representative (COR) is Mr. Skylar Lyons, Facilities Manager at FCI Petersburg.
• PERIOD OF PERFORMANCE: The completion period is 427 calendar days after issuance of notice to proceed.
• TIME EXTENSIONS: Time extensions for inclement weather will not be granted unless the weather is unusually severe and abnormal in comparison to prior years.
• LIQUIDATED DAMAGES: Liquidated damages for this project are in the amount of $1,861.11 per calendar day of delay after scheduled completion.
• PRE-CONSTRUCTION CONFERENCE: A Pre-Construction conference is required after the contract is awarded and will be scheduled accordingly.
• PROGRESS SCHEDULE: A copy of the progress schedule is to be provided to the Contracting Officer and COR as soon as possible. Each time the progress schedule is changed, it must be provided to both the Contracting Officer and COR. It is suggested an updated document be provided by the Prime Contractor at the mandatory monthly progress meeting.
• PROGRESS MEETINGS: Progress meetings are mandatory and will be scheduled monthly.
• PAYMENT REQUESTS: Application for payments are to be submitted on AIA G702(Continuation) or the contractors own form as long as the information is similar to the G702. Contactors can get these forms from the following website www.aiabookstore.com
• QUESTIONS: Oral questions asked at Site Visit of a technical nature are not acceptable due to the possibility of misunderstanding or misinterpretation. All questions shall be sent in WORD FORMAT to Kimberly Johnson, FAO Contracting Officer, via email at knjohnson@bop.gov. In order to provide sufficient response time prior to the bid due date, the Government has establishing that questions be submitted no later than July 18, 2024, at 12:00, noon CST.
• ACCESS TO SITE/PARKING OF VEHICLES: Only public parking will be available for contractor work vehicles.
• STORAGE OF MATERIALS: Storage of materials will be coordinated with the COR. No details were discussed and all arrangements will be made post-award.
• CONTRACTOR TEMPORARY OFFICE: No temporary office space will be provided.

• INSPECTIONS: "Punch List" items generated by inspections will be corrected and discrepancy items re-inspected and approved before contract closure takes place. Should any work be covered without proper notification, the contractor shall uncover that work for inspection at his own expense.

3. SAFETY POINTS:
• The contractor is responsible for providing required protective gear to all contractor workers, should it be required. Contractor will ensure that all workers have proper safety gear at all times.
• Contractor is responsible for the prevention of accidents on the project site and has spill kit onsite and containment procedures. OSHA requirements will be adhered to.
• The Contractor will have a Safety Representative on site at all times during the completion of this project.
• Proper storage of any chemicals in lay down yard with SDS present.

4. SECURITY
• ADVERSE WEATHER: Whenever adverse weather conditions or other institution emergency contingencies are in effect; contract workers will not be permitted passage into the secure institution. Should emergency conditions be implemented while contract workers are inside the secure perimeter, they will be required to secure their tools, remove vehicles and equipment, and leave the institution grounds until the emergency situation has been resolved.
Depending upon the nature of the emergency, this normally will not affect any construction outside of the secure perimeter. Contractor is reminded that fog days will be treated like rain days. The performance period of 427 days will allow adequate time to complete the job, and no consideration will be allowed for normal rain days and normal fog days. The normal rain, snow or fog days will be based on the average over the last ten (10) years for the local community.
• SECURITY CLEARANCES: Contract workers are subject to security investigative procedures.
Please refer to the contract for details. Please refer to Page 8 of the solicitation.
• EMPLOYEE IDENTIFICATION: Contractor personnel working on project site must bring valid photo identification to the institution each day. The identification will be surrendered upon entry to and returned upon exit from institution property.

• TOOL ACCOUNTABILITY: Strict accountability and control of all contractor tools and hazardous materials must be maintained at all times. All contractor tools to be used inside the secure perimeter must be inventoried and accounted for at the conclusion of the workday Contractor tools may not be stored on-site overnight. The contractor should provide for enough time at the conclusion of the workday for the return and accounting of all tools issued during the workday. Lost or missing tools must be reported to the COR the Captain immediately.
• ILLEGAL ITEMS ON FEDERAL PROPERTY: Firearms, ammunition, knives, other weapons, drugs, narcotics, and alcoholic beverages are not permitted inside/outside the secure perimeter or anywhere else on Federal property at any time. This includes the private vehicles of contract workers. Violators will be subject to criminal prosecution. All persons, vehicles, and equipment are subject to search by institution authorities at any time.
• NO CONTACT WITH INMATES: Contract workers are not to have any contact with inmates at any time. No photographs may be taken of inmates.
• CONTRACTOR EMPLOYEE WORK DRESS: Green or khaki‐colored clothing is not allowed, as inmates wear these colors.
• PHOTOGRAPHS: The institution’s Facilities Department maintains a digital camera that will be utilized by FBOP staff to document the project work. The Contractor may request copies of these photos and may request that photos be taken for specific conditions. Cellular telephones equipped with photographic capabilities are prohibited on the project construction site.

VIII. ADDITIONAL DISCUSSION:
- Emphasis was put on the deadline for technical questions. Friday, July 18th by noon to Kimberly Johnson.
- Contractors insisted on an opportunity to take pictures. Contractors were advised that an RFI will need to be submitted.
- A contractor asked if a flip phone is allowed within the institution. No cell phones are permitted into the institution.
- A contractor asked if radios would be allowed into the institution. They were not provided with a yes or a no answer. They were advised details would need to be worked out.
- Contractors asked if more opportunities would be given for site visits. They were advised an RFI would need to be submitted.

REPLACE ROOFS LOW
ADDENDUM #1 TO
SPECIFICATIONS
The following clarifications and additions are made to the specifications:
1. PAGE 2; SECTION DEMOLITION:
The contractor shall remove and properly dispose of all abandoned steel dunnage as part of the demolition scope. This includes dismantling, hauling off-site, and legally disposing of the material in accordance with all applicable regulations and project requirements.
2. NEW WORK ITEM - CANOPY REPLACEMENT:
The Contractor shall be responsible for the complete removal and replacement of the damaged canopy, metal wall, and soffit panels with new materials that match or exceed the original specifications.
The new canopy shall be constructed to meet all applicable code requirements and project specifications. All replacement work shall be performed in accordance with manufacturer recommendations and industry best practices. The Contractor shall coordinate with the Owner for approval of materials and replacement methods prior to commencing work.
3. NEW WORK ITEM - ROOF HATCH ORIENTATION CORRECTION
The Contractor shall be responsible for adjusting the existing roof hatch orientation to ensure proper alignment and safe access from the ladder. Replacement of the roof hatchers is not required.
All work shall comply with applicable safety codes and manufacturer specifications.
4. PAGE 2; SECTION 1.2, SCOPE:
The contractor shall exclude all shingle roofing areas adjacent to the flat roof systems from the scope of work. This project includes only the replacement and repair of the flat roofing systems (EPDM and BUR) as specified. No work, removal, or replacement shall be performed on any shingle roof sections.
5. PAGE 4; SECTION 1.5 INSULATION
Regarding the roofing system design and insulation requirements:
The new roofing system shall be designed to provide a minimum ¼” slope across the entire roof surface. This slope shall be achieved through the installation of tapered insulation, including in areas currently designated for flat insulation and crickets. The specified thermal insulation requirement is a minimum R-30 value averaged across the roof system, which includes both flat and tapered insulation components.
All roofing materials and installation methods must comply with the applicable industry standards and project specifications.
6. PAGE 2; SECTION 1.3 DEMOLITION:
The contractor shall remove and properly dispose of all abandoned wood or metal sleepers present on the roof deck. Following removal, all resulting voids or surface damage in the concrete deck shall be patched using a non-shrink, high-strength structural repair mortar compatible with roofing

Date: 2025.07.31 13:55:21 -04'00' substrates. The patched areas must be finished flush with the surrounding surface and prepared per TPO manufacturer recommendations prior to new membrane installation.
7. PAGE 2; SECTION 1.3 DEMOLITION
The Contractor shall remove the existing bird spikes along the perimeter of the roof as part of the Work. The removed bird spikes are not to be disposed of and shall be turned over to the Owner’s facilities staff for reinstallation.
8. NEW WORK – Patching of Abandoned Exhaust Fan Opening
Description:
The contractor shall patch all abandoned exhaust fan openings in the roofing system. This work includes removing any existing abandoned fan curb or equipment, preparing the opening to receive patch materials, and installing roofing and flashing materials that are fully compatible with the new roofing system specified in the contract documents. The patch shall restore the roof’s watertight integrity and maintain the system’s durability and wind resistance.
Scope of Work Includes:
• Removal of any remaining exhaust fan components, curb, or debris at the abandoned opening.
• Surface preparation to ensure a clean, sound substrate for patch installation.
• Installation of patch materials (insulation, membrane, flashing) matching or compatible with the new roof system per manufacturer recommendations and project specifications.
• Ensuring the patch area is integrated seamlessly with the adjacent roof to prevent water intrusion or membrane damage.
• Compliance with all applicable codes, standards, and manufacturer guidelines.
• Final inspection and quality assurance to confirm watertightness and workmanship.
Note: This patching work is not included in the original scope of work and is issued as a change under this addendum
9. NEW WORK ROOF DRAINS:
The existing roof drains shall remain in place and are not required to be replaced as part of the base scope of work. However, bidders shall include unit pricing for replacement of roof drains that may be found to be damaged, or otherwise non-functional during the course of the Work. The Contractor shall notify the Contracting Officer’s Representative (COR) for approval prior to any replacement. All replaced roof drains shall conform to the specifications outlined in the contract documents.
10. PAGE 8; SECTION 1.11 FLASHING:
The Contractor shall encapsulate existing precast coping at parapet walls by installing new wood blocking securely attached to the parapet face. The TPO membrane shall be fully adhered and extended up and over the parapet wall, covering the new wood blocking and existing coping surfaces. New metal coping, fabricated from minimum 24-gauge galvanized steel or 0.040-inch aluminum with a Kynar 500 finish or equivalent, shall be installed over the TPO membrane to provide a continuous, watertight parapet cap.
All work shall conform to applicable ASTM standards, FM 1-120 wind uplift requirements, and manufacturer specifications. Expansion joints, cleats, and fasteners shall be installed per Section
1.11 requirements to ensure durability and wind resistance. The Contractor shall coordinate all parapet work with the roofing system installation to maintain warranty compliance.
11. NEW WORK: Roof Hatches – Replacement Scope and Bid Allowance Bidders should assume that existing roof hatches will remain in place unless damaged, inoperable, incompatible with the new roofing system, or non-compliant with codes as determined during the roofing installation.
Since the final condition of the roof hatches will only be fully known once the existing roofing is removed and inspection is performed, bidders are instructed to include in their base bid a reasonable allowance or contingency for potential roof hatch replacement. This allowance should cover materials, labor, and coordination required to replace roof hatches as needed.
The COR will review any required replacements with the Contractor prior to proceeding with the work beyond the base scope.
12. PAGE 4; 1.5 INSULATION:
The Statement of Work does not explicitly specify insulation installation requirements over existing concrete decking. This addendum clarifies the installation method and performance requirements for insulation over concrete deck areas.
Insulation Installation Over Existing Concrete Decking:
o Install polyisocyanurate (ISO) insulation boards with a minimum R-value of 30, placed in a minimum of two layers with staggered joints as described in Section 1.5.1.
o The insulation shall be fully adhered to the concrete deck substrate using manufacturer-approved adhesives suitable for concrete surfaces and compatible with the TPO roofing system.
o Mechanically fasten the first layer where recommended by the insulation and adhesive manufacturers to ensure proper attachment and wind uplift resistance.
o A fiberglass-faced gypsum cover board (minimum 1/2 inch thick) shall be fully adhered over the insulation as specified in Section 1.5.3 to provide a stable substrate for the roofing membrane.
o Maintain a minimum slope of 1/4" per foot using tapered insulation or other approved means to ensure positive drainage, as per Section 1.5.6.
Performance Requirements:
o The completed insulation assembly shall achieve an overall minimum thermal resistance of
R-30.
o Adhesion and fastening methods must comply with NRCA guidelines and manufacturer requirements for roofing over concrete decks.
o All work shall comply with applicable building codes and manufacturer warranties.
13. NEW WORK: Vapor Barrier Requirement Over Concrete and Metal Deck Areas
The contractor shall install a vapor barrier over all concrete deck areas consisting of a minimum 6-mil polyethylene sheet (or equivalent) meeting ASTM E1745 Class C or better to control moisture migration. For metal deck areas, a vapor barrier is required where indicated on the project drawings and specifications to prevent condensation and moisture-related issues. All vapor barrier materials and installation procedures must comply with applicable Virginia building codes, ASTM standards, and industry best practices. The vapor barrier installation shall be integrated into the roofing system to maintain the roof’s watertight integrity and durability.
14. NEW WORK: Lightning protection system
1. Install a complete lightning protection system on all applicable roof areas, designed and installed per the latest edition of NFPA 780 (Standard for the Installation of Lightning Protection Systems) and UL 96A (Standard for Lightning Protection Components).
2. The system shall include:
o Air terminals (lightning rods) o Conductors and cables o Proper bonding and grounding components o Down conductors connected to an effective grounding system compliant with electrical codes
3. All installation must be performed by contractors certified by recognized organizations such as the Lightning Protection Institute (LPI) or equivalent.
4. All components and materials must be UL-listed and compliant with NFPA 780 and UL 96A.
5. Upon completion, a qualified lightning protection inspector must conduct a full inspection and provide certification documentation confirming compliance with the relevant standards.
6. Coordination with roofing work is required to ensure integration without compromising roof integrity.
Contractor Responsibilities:
• Design and install a fully compliant lightning protection system where none currently exists.
• Provide all materials, labor, testing, and certification required for full compliance.
• Submit design drawings and certification documentation for approval prior to installation.
• Ensure all components are UL-listed and installed per manufacturer instructions.
15. PAGE 4; 1.5 INSULATION: Insulation Fastening Method – Section 1.5.4
In reviewing the project specifications, a discrepancy was noted between Section 1.5 (Insulation) and Section 1.5.4 regarding the method of securing fiberboard insulation.
Clarification:
Contractors shall secure the fiberboard insulation using either mechanical fasteners or adhesives, in accordance with the roofing system manufacturer’s specifications. Specifically:
• The first layer of polyisocyanurate (ISO) insulation must be mechanically fastened to the metal deck.
• Additional insulation layers, including the fiberboard, may be secured with adhesives or mechanical fasteners as approved by the manufacturer.
• Contractors must follow the manufacturer’s published installation guidelines to ensure compliance and warranty coverage.
This addendum supersedes any conflicting language regarding insulation fastening in the original specifications.
16. PAGE 5; 1.7 RECREATION BUILDING AND GYMNASIUM TECTUM “OR EQUAL” PANEL DECKING:
Statement of Work Section 1.7 — Recreation Building and Gymnasium Tectum Panel Decking Description:
This addendum clarifies the roofing system installation requirements over the new composite Tectum E-N Roof Deck IIIW panels in the gymnasium area.
A cover board assembly is required to be installed over the composite Tectum panels in the gymnasium roof area. This is necessary due to the OSB/plywood top surface of the panels, to provide additional protection and support for the roofing membrane system.
The cover board shall be fiberglass-faced gypsum, minimum 1/2 inch thickness, fully adhered per manufacturer’s specifications, consistent with the cover board requirements stated in Section 1.5.3 for insulation assemblies.
All work shall comply with manufacturer recommendations and applicable industry standards to ensure proper adhesion, protection, and long-term performance of the roofing system.
17. PAGE 5; SECTION 1.7 RECREATION BUILDING AND GYMNASIUM TECTUM PANEL DECKING:
The contractor shall paint the existing joists and bulb tees in the gymnasium in addition to the newly installed Tectum panels. Painting shall be performed using Sherwin-Williams Product SW7005:
Waterborne Acrylic Dry Fall (B42W1) or an approved equal, matching the finish applied to the new Tectum panels. All painting work must comply with manufacturer specifications and project quality standards.
18. NEW WORK - Smoke and Heat Vents Contractors are advised that existing smoke and heat vents shall remain in place unless found to be damaged, inoperable, incompatible with the new roofing system, or not meeting current code requirements. The final condition of these vents can only be determined after removal of existing roofing materials during demolition.
Bidders should include a reasonable allowance or unit pricing in their proposals to cover the potential removal and replacement of smoke and heat vents if necessary.
Any required replacements must be reviewed and approved by the Contracting Officer’s Representative (COR) prior to proceeding with replacement work.

CHANGE: The contractor is required to remove and properly dispose of all abandoned steel dunnage as part of the demolition scope. Please refer to Addendum #1 Item 1 for the official revision and details regarding this requirement.
Commissary:

2. During the site visit it was observed that approximately 1/3 of the existing canopy has collapsed. Please provide further directive. Please note that the canopy includes a metal wall and soffit panels.
CHANGE: Refer to Addendum #1 Item 2 for the full directive. The Contractor shall remove and replace the damaged canopy and associated components with new materials meeting project requirements.
3. During the site visit it was observed that the orientation of the existing roof hatch is not correct relative to the location of the roof hatch access ladder. Should the orientation of the roof hatch be corrected by the Contractor?
CHANGE: The Contractor is required to adjust the existing roof hatch orientation to ensure proper alignment and safe access from the ladder. Replacement of the roof hatch is not required. All adjustments must comply with the applicable safety codes and manufacturer specifications to avoid any future change orders.

Chapel:
Duro-Last membrane over 3” of roofing (likely BUR underneath) over F decking
4. Should the adjacent shingle roofing remain in place or be replaced? If it is to be replaced, please provide specifications for the new materials.
CHANGE: The adjacent shingle roofing is to remain in place and is not scheduled for replacement. Please refer to Addendum #1 Item 4 for the official confirmation of this requirement.
5. During the site visit it was observed that neither the existing roof deck nor the insulation in the existing roofing system provide slope, causing significant levels of ponding water on the surface of the roof. The SOW says to design the new system with a ¼” slope but also says to install only flat field insulation with crickets. Is the requirement to install ¼” tapered on the entire roof to provide slope? If so, is the requirement an average R-30 including flat and tapered, or a Min R-30 flat, then tapered?
CHANGE: The requirement is to design the new roofing system to provide a ¼” per foot slope across the entire roof to mitigate ponding water. This includes the installation of tapered insulation throughout the roof field, not just crickets. The total insulation system should meet a minimum average R-value of R-30, which can be achieved through a combination of flat and tapered insulation as needed to achieve the slope.

Existing BUR over sloped Tectum decking
6. The existing copper through-wall flashing remain in place or be replaced?
Clarification: The existing copper through-wall flashing is to be removed and replaced with new flashing integrated with the TPO membrane system. Please refer to Section 1.11 – FLASHING, particularly 1.11.3, for details regarding removal and replacement requirements.
Education Bldg.

7. Should the abandoned sleepers be removed and disposed of by the Contractor? If so, please provide specifications for the patching of the existing concrete deck.
CHANGE: The contractor is required to remove and properly dispose of all abandoned sleepers as part of the demolition scope. Concrete deck surfaces shall be patched using high-strength non-shrink repair mortar to ensure a flush and sound substrate prior to installation of new roofing.

8. Should the adjacent metal roofing remain in place or be replaced? If it is to be replaced, please provide specifications for the new materials.
Clarification: The adjacent metal roofing is to remain in place and is not to be removed or replaced as part of this project. No replacement or modifications to the adjacent metal roofing are required or specified in the scope of work.
9. Please acknowledge that the existing bird spikes along the perimeter of the roof must removed and disposed of by the Contractor as part of the Work.
CHANGE: The existing bird spikes along the perimeter of the roof are to be removed by the Contractor as part of the Work. However, they are not to be disposed of, as they will be reinstalled by the BOP facilities staff.

10. Should the abandoned exhaust fan opening be patched by the contractor?

The contractor shall patch the opening with materials compatible with the existing roofing system to maintain watertight integrity, per the specifications outlined in the addendum.

15. Please provide a copy of the roof core sample report that includes these buildings.

16. Please indicate where the Contractor’s laydown area will be located. Also, please advise what options are available to the Contractor for getting equipment, materials, trash, etc.

Clarification: The Contractor’s laydown area will be located in the general vicinity of the institution. Specific locations and logistics for the movement of equipment, materials, trash, and other items in and out of the secure perimeter will be discussed and finalized during the pre-construction meeting after contract award.
17. Can large vehicles such as a knuckle boom truck or a telehandler enter the secure perimeter? If so, please provide a site map showing where entry points are located. Also, please advise how movement into and out of the secure perimeter by the Contractor’s personnel may be coordinated.
Clarification: Large vehicles such as knuckle boom trucks or telehandlers may be permitted to enter the secure perimeter, subject to approval. Maintenance and contractor vehicles of appropriate size can be brought in as needed. Specific entry points and access routes will be identified and coordinated during the pre-construction meeting.
Movement of Contractor personnel into and out of the secure perimeter will also be discussed and arranged at that time to ensure compliance with site security protocols.
18. Can the Contractor’s personnel utilize the interior roof access at all buildings throughout the duration of the project?
Clarification: Contractor’s personnel are permitted to utilize the interior roof access at all buildings throughout the duration of the project.
19. Please establish an allowance for bidders to carry to replace existing metal decking as needed or update the bid form to include a unit price line item.
Clarification: Per Section 1.3.5 of the SOW, the existing metal deck will be inspected after demolition to assess the need for repairs or replacement. While the SOW references the Federal Bureau of Prisons (FBOP) for this inspection, the institution has clarified that this inspection will be conducted by the Contracting Officer Representative
(COR).
The contractor should anticipate that the COR will determine the extent of any decking repairs or replacements. Currently, no separate allowance or unit price is provided for metal decking replacement; bidders should price the work based on an assumption of a generally sound deck. Any required deck repairs or replacements identified by the COR will be addressed as directed.
20. Should existing exterior roof access ladders remain in place or be replaced?
Clarification: Existing exterior roof access ladders shall remain in place and are not required to be replaced.
21. Should existing roof drains be left in place or replaced, or should bidders provide unit pricing to replace roof drains as needed?
CHANGE: Please refer to Addendum #1 Item 9 which clarifies that existing roof drains shall remain in place unless damaged or non-functional. Bidders are required to provide unit pricing for roof drain replacement as needed. The addendum contains all pertinent details regarding this matter.
22. Should existing precast coping be encapsulated by attaching new wood blocking, adhering new TPO membrane up and over the parapet, and attaching new metal coping?
CHANGE: Encapsulating the existing precast coping by installing new wood blocking, extending the TPO membrane over the parapet, and installing new metal coping is recommended as a best practice during roof replacement projects. This approach provides enhanced waterproofing protection, improves wind uplift resistance, and extends the service life of the parapet system by protecting the precast concrete from moisture infiltration and freeze-thaw damage. Therefore, this work should be included in the scope of the roofing project.
Please refer the Addendum #1 Item 10 for the updated scope and technical requirements.
23. Please confirm if removal, storage, and reinstallation of existing cameras that interfere with the Contractor’s work will be by the Owner.
Clarification: Yes. The BOP will be responsible for the removal, storage, and reinstallation of existing cameras as needed to facilitate the Contractor’s work
24. Should existing wood conduit/pipe supports remain in place or be replaced with industry-standard supports?
Clarification: Existing wood conduit and pipe supports that are in good condition and compliant with current building codes may remain in place. However, any supports that are damaged, deteriorated, or not meeting industry standards must be replaced with new, code-compliant supports as per industry best practices. The Contractor shall inspect all supports and coordinate any required replacements with the Contracting Officer Representative (COR).
25. Should existing roof hatches remain in place or be replaced?
CHANGE: remain in place unless damaged, inoperable, or incompatible with new roofing system. Existing roof hatches shall remain in place unless they are found to be damaged, inoperable, incompatible with the new roofing system, or do not meet current code requirements. Because the condition of the hatches can only be fully assessed after removal of the existing roofing materials, bidders should include a reasonable allowance in their bids to cover potential replacement of roof hatches. Any necessary replacements will be reviewed and approved by the Contracting Officer’s Representative (COR) prior to proceeding. Please also refer to Addendum #1, Item 11 for additional information.
26. During the site visit it was observed at several buildings that neither the existing roof deck nor the insulation in the existing roofing system provide slope.
CHANGE: Please refer to the response to Question 5 and Addendum #1, Item 5, for the detailed requirements regarding roof slope and insulation design to mitigate ponding water.
27. Please provide a specification for the installation of new insulation over existing concrete decking.
CHANGE: should include adhered vapor barrier as needed and full adhered or mechanically attached. The current SOW does not include explicit insulation installation requirements over existing concrete decking.
Bidders shall follow industry best practices and applicable manufacturer recommendations for installing polyisocyanurate insulation over concrete decks, ensuring proper adhesion, moisture protection, and thermal performance consistent with the overall roof system design and minimum R-values specified elsewhere in the
SOW.

1. In 1.1 Background, the SOW states “The typical roof assembly consists of a metal deck supported by steel bar joists,”. The drawings provided show multiple buildings with concrete deck, wood fiber deck, concrete double tee and metals. Please provide the deck types per building and roof area. Each deck type will require a specific, and different, application method for the new roof systems.
Clarification: The Recreation Building is a TECTUM Decking, Virginia, Carolina, Facilities, VT, Laundry, Safety and education have concrete decking, and Commissary, Chapel, Medical are metal decking
2. Can Govt provide roof core cut sample information for the following: location, deck type, thickness roof & insulation material, and deck slope?
Clarification: The photo sheet titled FCCPeterburgRFIPics.pdf pages 1-5 provides visual information, including building names, thickness, and deck types for all buildings where available. Additionally, the roof deck types and roof areas for each building are addressed in the response to Question 1.
3. In 1.1 Background, the SOW states “Most buildings are load-bearing structures. …with a ¼” per foot slope directed toward one parapet.” Please provide correct slope (roof pitch) per building/roof area, as well as the direction of the slope.
Clarification: Per the Statement of Work (SOW) Section 1.5.6 and 1.6.4, the design roof slope is specified as a minimum of ¼” per foot to ensure proper drainage, achieved primarily through tapered insulation over the existing sloped structure. The general slope direction is toward the parapet walls as noted in SOW Section 1.1.
Specific roof slopes and directions by building/roof area are reflected in the project drawings referenced in SOW Section 1.2 (Drawings A1, P1, A11, etc.). Contractors should refer to these drawings for detailed slope and drainage patterns.
4. Is a vapor barrier required over the concrete and/or metal deck areas?
CHANGE: Per Virginia code and industry standards, a vapor barrier is required beneath concrete slabs-on-grade to control moisture migration. This typically consists of a 6-mil polyethylene sheet or equivalent conforming to ASTM E1745 Class C or higher.
For metal deck areas, vapor barriers are not universally required but are recommended where moisture control or condensation prevention is critical. Specific project conditions should be reviewed by the design team to confirm.

5. Will rooftop photos of each building and roof areas be provided to the contractors? Also, will interior photos of the gym be provided since we are installing a new tectum panel roof deck?
Clarification: Rooftop photos of each building and roof areas will be provided to the contractors for reference. Please refer to FCCPetersburgRFIPics.pdf, pages 6 through 19, for detailed rooftop images of each building.
Interior photos of the gym, where the new tectum panel roof deck is to be installed, are also included for contractor use. These can be found on pages 6, 10, and 12 of the same PDF.
6. Do any of the buildings currently have lightning protection?
Clarification: No buildings currently have lightning protection installed.
7. What lightning protection certification is required, if any, for the installation or reinstallation of the lightning protection system?
CHANGE: Currently, there is no existing lightning protection system installed on the roof. To address this, an addendum will be issued requiring the installation of a new lightning protection system in full compliance with industry standards.
The addendum will specify that the lightning protection system must be designed, installed, and certified according to NFPA 780 and UL 96A standards. Additionally, all installation must be performed by certified contractors, and final certification and inspection must be provided by a qualified lightning protection inspector.
Please refer to Addendum #1 Item 14 for the detailed scope, certification requirements, and contractor responsibilities related to the lightning protection system installation.
8. Lightning Protection 1.4.4 states,” Verify that the grounding system is properly bonded and continuous, ensuring a low-resistance path to ground.” Do all buildings currently have grounding? If not, will contractors be required to install new grounding or ground loops?
CHANGE: Upon review, not all buildings currently have a verified, properly bonded grounding system that meets the low-resistance path requirements outlined in section 1.4.4. Specifically, some buildings lack a continuous grounding system compliant with NFPA 780 standards.
As part of the upcoming lightning protection system installation (detailed in Addendum #1 Item 14), contractors will be required to install new grounding electrodes and grounding loops where necessary to ensure a continuous, bonded grounding system with a low-resistance path to ground.
All grounding installations must comply with NFPA 780, NEC grounding requirements, and be inspected and tested to confirm proper continuity and resistance levels before project closeout.
