About this opportunity

The Department of the Air Force Materiel Command Nuclear Weapons Center seeks design and construction services to completely replace the heating, ventilation, and air conditioning system in West Fitness Center Building 585 at Kirtland Air Force Base, with proposals due August 5, 2026. The procurement is a 100 percent small business set-aside under NAICS 238220 with a size standard of $19 million.

Place of performance is Albuquerque, New Mexico. The contract requires firm fixed-price delivery of all design, materials, and construction within 500 calendar days from Notice to Proceed. Budget is between $1 million and $1.4 million. Building 585, constructed in 1968, currently operates roof-mounted evaporative cooling and natural gas heating systems that have exceeded their useful service life. The contractor must replace existing pole-mounted transformers with a 500 kVA pad-mounted unit, upgrade electrical service to support new HVAC power demands, and design and construct a new equipment yard on the north side. All work must comply with current IBC, UFC, NFPA, NEC, and Kirtland AFB Installation Facilities Standards, including UFC 4-740-02 fitness center ventilation requirements and UFC 3-410-01 indoor environmental conditions. The contractor must conduct life cycle cost analysis per UFC 1-200-02 to select HVAC systems and perform short circuit, coordination, and arc flash studies per UFC 3-501-01 and UFM 3-560-01. Design submittals include 35%, 65%, 95%, and 100% phases with Government review cycles; construction allows 217 days for demolition and construction plus 8 days for inspection and final acceptance. All design documents must be sealed by licensed professional engineers and architects with five years of commercial/seismic or HVAC design experience; architects must have five years fitness facility experience.

Evaluation weighs technical approach, past performance, and price, with non-price factors combined significantly more important than price. The contractor must demonstrate teaming history between prime and designer of record, HVAC demolition and replacement experience, transformer demolition and replacement experience, and preferably military facility experience. A mandatory site visit is scheduled for July 13, 2026, at 9:00 AM, limited to two representatives per company. Contractors must submit a bid guarantee of 20 percent of bid price or $3 million, whichever is less. Solicitation number is FA940126R0019.
