About this file

This is a Site Visit Questions and Answers document for a federal contract opportunity at Kirtland Air Force Base (KAFB) involving renovation and upgrade work to Building 585, a fitness center facility.

The document addresses mechanical, controls/BAS, and electrical requirements across 22 numbered questions and responses. For mechanical systems, contractors must conduct a life cycle cost analysis (LCCA) per UFC 1-200-02 to select HVAC systems, with indoor conditions specified in UFC 3-410-01. Building envelope modifications are limited to patching existing penetrations unless major changes require government RFI approval. Contractors must follow UFC 4-740-02 fitness center ventilation requirements, and the designer determines which existing exhaust systems remain operational and whether locker room exhaust remains continuous. CADD files will be provided to the successful bidder, who is responsible for verifying accuracy. Natural gas and electrical consumption records for 12 months are required for load verification and energy analysis, though peak demand data is not currently captured at the facility.

For controls and BAS systems, the facility currently operates a non-Honeywell Monaco MAAP+ fire alarm system. KAFB Environmental Controls Shop has exclusive authority to perform programming of the BAS front-end system for cybersecurity reasons, requiring the successful bidder to coordinate with this shop during design. For electrical work, KAFB plans to upgrade primary voltage from 4160Y/2400V to 12470Y/7200V, and contractors must perform short circuit, coordination, and arc flash studies per UFC 3-501-01 and UFM 3-560-01. Surge protective devices must be installed at the MDP. Kirtland AFB owns the utility and existing transformers, with utility coordination handled through KAFB Base Civil Engineer. Accurate and complete electrical system studies for the facility are not currently available.

Site Visit Q&A

1. Are there existing CADD files for the gym and will they be made available to the awarded contractors team? CADD files to be provided to successful bidder. Contractor shall be responsible for verifying accuracy.

Mechanical RFIs

2. Please confirm if a life cycle cost analysis (LCCA) is required to identify the most economical HVAC system. The SOW does not call out a system type to be used in the new design. An LCCA is required to meet UFC 1-200-02. However, note that due to the severe restrictions set in the most recent Mechanical Engineering UFC (3-401-01), many systems are currently not possible for use on Air Force projects.

3. Please confirm the desired indoor seasonal conditions to be maintained throughout the year by space/area; i.e., temperature and %RH. Required indoor conditions can be found in UFC 3-410-01 2025 CH2 starting at §1-8.3.1.

4. Please confirm if modifications to the building envelope are required to meet energy conservation requirements; i.e., additional insulation, vapor barrier, etc. Modifications to the building envelope should be limited to modifying or patching existing penetrations and shall match existing in kind. For major modifications to the building envelope, an RFI shall be submitted for Government approval.

5. Please confirm if an analysis of the performance floors is required to determine how they will react to the addition of comfort cooling. Analysis of the performance floors is not anticipated. Do not locate moisture-containing or producing HVAC equipment above areas with wood floors, per UFC 4-740-02 CH1 §3-6.2

6. Please provide the following for Building 585:

a. Existing occupancy counts by space. Verify allowable occupant load with KAFB Fire Department/AHJ. Recommend a Code Study Analysis.

b. Operating schedules for gymnasium, weight rooms, offices, locker rooms, and support spaces. Westside Hours of Operations are 24/7 for access to all eligible patrons.

Staff are available for registration Tuesday’s & Thursday’s 1100-1300.

https://kirtlandforcesupport.com/fitness-centers/

c. Current indoor temperature and ventilation requirements utilized by facility management. Refer to the SOW for existing condition of the various systems.

d. Any known comfort complaints or problem areas. Refer to the SOW for existing condition of the various systems.

7. Please provide a minimum of 12 months of:

a. Natural gas consumption records. See attached document.

b. Electrical consumption records. See attached document.

c. Peak demand data. Bid per contract documents. Peak demand is not captured by current metering methods at this facility.

This information is required for HVAC and electrical load verification and energy analysis.

8. Please confirm the required outdoor design conditions for KAFB to be used for:

a. Summer cooling. Cooling outdoor design conditions can be found in UFC 3-410-01 2025 Change 2 (published 2 July 2026), §1-8.2 and §1-8.2.1

b. Winter heating. Heating outdoor design conditions can be found in UFC 3-410-01 2025 Change 2 (published 2 July 2026), §1-8.2 and §1-8.2.3

c. Ventilation calculations. Outdoor conditions do not affect zone ventilation requirements.

9. Please confirm whether UFC 4-740-02 Fitness Center’s ventilation requirements shall govern all occupied spaces or if additional Air Force-specific criteria apply. The intent is to follow the HVAC requirements of UFC 4-740-02. No Air Force specific criteria applies, only the applicable UFCs.

10. The SOW requires verification of exhaust systems. Please clarify:

a. Which existing exhaust systems are required to remain operational. The Designer shall determine which systems remain operational while performing design as part of SOW section 2.6.3.1 and 2.6.3.2

b. Whether locker room exhaust must remain continuous. Design of the locker room(s) exhaust falls upon the Designer and shall follow UFC requirements.

c. Whether new exhaust airflow monitoring is required. Design of the locker room(s) exhaust falls upon the Designer and shall follow UFC requirements.

11. Please clarify whether duct smoke detectors, equipment-mounted smoke detectors, or both are required for HVAC shutdown and Monaco fire alarm integration.

Follow NFPA 90A 6.4.2.1. The Designer will need to determine if the duct smoke detectors are required based on the thresholds set in the International Mechanical Code during the design portion of this project (SOW section 2.6.3.1 and 2.6.3.2). All HVAC units with a system greater than 2000 CFM require a duct smoke detector. FSD is determined by the FPE design of the system, whether it be global or dedicated for each unit.

Controls / BAS RFIs

12. Please provide Controls and BAS Information:

a. Existing Honeywell EBI version.

b. Existing BAS network architecture.

c. Available network risers.

d. Existing BACnet IP infrastructure.

The current FACP is NON-Honeywell system, but a Monaco MAAP + system NON MNS with conventional initiating devices out on the field. KAFB policy only allows the KAFB Environmental Controls Shop to perform programming of the existing BAS front-end system for cyber security reasons

13. Please provide existing BAS as-build drawings.
