About this opportunity
The National Park Service Southeast Region seeks replacement of HVAC system components at the Visitor Center (Building 213) at San Juan National Historic Site in Old San Juan, Puerto Rico, with proposals due August 7, 2026. This is a Total Small Business Set-Aside.
Place of performance is Old San Juan, Puerto Rico. The project scope includes removal of eight existing HVAC condensing units (five 5-ton and three 4-ton units) and installation of eight new factory-matched condensing and air handling units. All new equipment must be high-efficiency split-system units with minimum 18 SEER rating, 208/230-volt electrical systems, seven-year compressor warranties, and five-year parts warranties. Equipment must utilize EPA-approved low-GWP refrigerants (R-454B, R-32, or manufacturer-approved alternatives) and feature factory-applied or manufacturer-approved corrosion-resistant coatings suitable for coastal marine salt-air exposure. Interior Unit No. 5 must remain a floor-mounted console unit in the stairwell shaft; outdoor condensing units must remain in existing locations. Installation includes replacement of refrigerant piping with ACR Type L copper tubing, electrical connections compliant with the National Electrical Code, non-metallic NEMA 4X-rated disconnect switches (Mennekes brand or equivalent), rooftop equipment pedestals with stainless steel tie-down hardware, and system startup with commissioning and testing. Refrigerant recovery must comply with EPA regulations. The contractor must provide an on-site superintendent during active work, coordinate with NPS staff with 24-hour notice before utility interruptions, and deliver Operation and Maintenance Manuals, warranty documentation, and training for four NPS maintenance personnel prior to contract closeout. Work must be completed within 90 calendar days of Notice to Proceed. Period of performance runs September 1, 2026 through January 31, 2027. A mandatory site visit is scheduled for July 15, 2026 at 8:00 a.m. Atlantic Standard Time. Award magnitude is between $100,000 and $250,000. Evaluation criteria prioritize technical approach and construction methodology, followed by relevant experience and past performance, key personnel and project management qualifications, and price reasonableness, with award to the responsible offeror offering best value.
