About this file
This is a Statement of Work (SOW) for replacing HVAC system components at the Visitor Center (Building 213) at Fort San Cristóbal, San Juan National Historic Site in San Juan, Puerto Rico.
The project requires removal of eight existing condensing units (ranging from 4 to 5 tons, manufactured by Trane and Gree) and installation of new high-efficiency, corrosion-resistant HVAC equipment designed for coastal environments. All new equipment must be manufactured in the United States with a minimum SEER rating of 22, 208/230 volt electrical systems, 7-year compressor warranty, and 5-year parts warranty. New condensing units must include anti-corrosion coil coatings, saltwater-rated components, and corrosion-resistant materials. Installation requires complete removal and replacement of refrigerant piping using ACR Type or Type L copper tubing with all-weather insulation on suction lines, new electrical wiring complying with the National Electrical Code, and equipment anchoring with corrosion-resistant wind systems and stainless steel hardware without roof penetrations. Disconnect switches must be non-metallic, NEMA 4X rated, Mennekes brand or approved equal. The contractor must provide a superintendent or foreman onsite at all times, coordinate with San Juan National Historic Site staff with 24-hour notice before utility interruptions (not exceeding one working day), comply with fire safety protocols including notification to the Contracting Officer's Representative before hot work, and provide training for four NPS maintenance personnel covering system operation, maintenance procedures, and troubleshooting. Prior to contract closeout, the contractor must deliver two hard-bound copies of Operation and Maintenance Manuals, one hard-bound copy of warranty documentation, equipment model and serial numbers, and completion of required training. The contractor is responsible for all mobilization, equipment transport, materials, lodging, meals, and per diem expenses. Work must be completed within 90 calendar days after Notice to Proceed, complying with NFPA 101, International Building Code, ASHRAE Standards, NEBB Standards, AABC Standards, and OSHA regulations.
