About this opportunity
The Department of the Army National Guard (144th Fighter Wing) seeks removal and replacement of a concrete foundation slab and eight anchor bolts supporting a Barrier Arresting Kit (BAK-12) Aircraft Arresting System at Fresno Air National Guard Station, with proposals due September 8, 2026. The procurement is a Women-Owned Small Business set-aside, limiting competition to WOSB firms.
Place of performance is Fresno, California (5323 E McKinley Ave., Fresno, CA 93727). This is a sealed-bid, Firm Fixed Price construction contract with no post-award negotiations. The NAICS code is 237310 (Highway, Street, and Bridge Construction); PSC is Z2BD (Repair or Alteration of Airport Runways and Taxiways). All prospective offerors must hold a current California B or C-8 contractor's license (prime or subcontractor), maintain a CAGE code, and be registered with SAM.gov. Subcontractor identification and licensing must be provided at time of quote submission.
Performance period is 60 calendar days from Notice to Proceed, with work commencing within 10 calendar days of award. The scope includes saw cutting an 8-foot by 4-foot boundary, excavation to minimum 2.5 feet depth with compacted crushed aggregate subbase, installation of structural epoxy dowels (ASTM C881 Type IV, Grade 3, Class B/C), fabrication of a new #5 rebar cage per USAF Standard Drawing 67F2013A, installation of eight ASTM F1554 Grade 55 or 105 anchor bolts within 1/16 inch tolerance, and placement of 5,000 PSI Portland Cement Concrete with 7-day curing. Government personnel will remove and reinstall the BAK-12 energy absorber units and perform system tensioning, alignment, and certification testing.
All work must comply with UFC 3-260-01, AFMAN 32-1040, ACI 318/301, and ASTM standards. The contractor must submit nine pre-construction and post-construction submittals including an Accident Prevention Plan, Quality Control Plan, concrete mix design certification, personnel qualifications, and post-construction core test reports. Davis-Bacon prevailing wage requirements apply. Performance bonds are due within 10 days of award. Offers must remain valid through September 30, 2026. A site visit is available August 27, 2026 at 9:00 AM; all attendees must complete DBIDS pre-enrollment and bring two original forms of identification.
Amendment 001, issued September 3, 2026, updated the Statement of Work (Rev-1) to reflect RFI responses and technical clarifications; the SOW depth specification is now 24 inches of concrete with 6 inches of crushed aggregate subbase (30 inches total depth), and Government review of pre-construction submittals will be completed within 5 working days.
