This is a combined synopsis/solicitation with a brand name justification for supplies in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Auke Bay Laboratories has a requirement. The requirement is to replace the Simplex Grinnel 4100U fire alarm panel at the NOAA St Paul Island Field Research Station with a non-proprietary panel.
See attached RFQ with included performance work statement, Wage Determination and building diagrams for more information.
All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within seven (7) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued by July 12, 2016 for a period of approx. 3 months. All responses must be in writing and delivery to fax number (907)789-6094 attention to Suzanne Johnston, emailed to suzanne.johsnton@noaa.gov, or provided to the address indicated in the solicitation.
Faxed or Emailed Correspondence or Response to Solicitation should reference solicitation # ABL-16156B, in the Subject line to ensure it is received successfully.
This is a simplified acquisition with an estimated value of less than $150,000.00. The following provisions and clauses shall apply to this solicitation and resultant award. The provisions and clauses may be downloaded at http://www.acqnet.gov/far
*** All contractors doing business with this Acquisition Office must be registered and active in the System for Award Management (SAM). No Award can be made unless Cotnractor/Vendor is registered and active in SAM. For additional information visit www.sam.gov. In order to register with SAM and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. AMENDMENT #2 TO THE RFQ HAS BEEN POSTED THAT REMOVES ALL REFERENCES TO SK & SD ITEMS.
VENDORS ARE ENCOURAGED TO DESIGN A NON-PROPRIETARY SYSTEM OF THEIR CHOSING THAT THEY BELIEVE WOULD BEST MEET THE GOVERNMENTS NEEDS and INCORPORATES EXISITING COMPONENTS IF APPROPRIATE.
RESPONSES ARE NOW DUE BY 7/12/16 AT 3PM AK TIME.
BIDS ARE DUE ON RFQ ABL-16156B. IF VENDORS WISH TO HAVE THEIR PREVIOUSLY SUBMITTED PORPOSALS CONSIDERED AS THEIR FINAL, PLEASE SEND AN EMAIL TO SUZANNE.JOHNSTON@NOAA.GOV REQUESTING THEIR BIDS STILL BE CONSIDERED UNDER ABL-16156B AS THEIR FINAL OFFER. HOWEVER, emails must include an attachment that details out a cost breakdown to attach to their proposal that equals the value input for the job. The government would like to see costs associated with components and estimated labor.
ONLY THOSE OFFERS RECEIVED ON RFQ FORM ABL-16156B, OR EMAILS FROM VENDORS WITH COST BREAKDOWNS AND ASKING THAT PREVIOUS SUBMITTED BIDS BE CONSIDERED FINAL WILL BE CONSIDERED UPON CLOSING OF THIS RFQ ON 7/12/16.

THE RESPONSE PERIOD HAS BEEN EXTEDNED. RESPONSES ARE DUE BY 3PM AK TIME, 06/30/2016.
**AN AMENDED RFQ IS ALSO ATTACHED.** CHANGES ARE NOTED IN RED WITHIN THE SOW.
CHANGES ARE AS FOLLOWS: PERIOD OF PERFORMANCE IS WITHIN 6 MONTHS OF AWARD. VENDOR WILL NOT BE ABLE TO START WORK IN THE FACILITIES ON ISLAND UNTIL THE GOVERNMENT FIELD SEASON HAS ENDED, WHICH IS TYPICALLY AROUND THE END OF SEPTEMBER. THIS IS DUE TO HOUSING BEING FULL DURING THE FIELD SEASON. VENDOR WILL NEED TO COORDINATE ACTUAL ON-ISLAND DATES WITH THE GOVERNMENT POST AWARD.
THE GOVERNMENT WILL HAVE NO PERSONNEL ON ISLAND TO ACCEPT DELIVERIES OF MATERIALS. VENDORS WILL NEED TO COORDINATE STORAGE WITH THE TRANSPORTATION COMPANIES UNTIL VENDOR PERSONNEL ARE ON ISLAND TO TAKE ACCEPTANCEC OF MATERIALS.
