PERFORMANCE WORK STATEMENT
SECTION C-1
GENERAL
1.1 OBJECTIVE
The fire alarm panel for the Staff Quarters at the St Paul Island Field Research Station is currently not working properly with several trouble codes, including a ground fault that cannot be cleared locally. The objective of this project is to replace the fire panel with a non-proprietary panel that will support repair from any vendors that will meet NFPA 72 certification for 2016, plus options in place for future re-certifications for 2017 and 2018 and to provide for a vehicle for emergency repairs when needed.
1.2 BACKGROUND
There are no local contractors for servicing the fire panels on St Paul Island, AK located approximately 800 miles by air from Anchorage, AK. When inspection, service, and repair is needed for these panels, contractors must travel from (or through) Anchorage. The use of a non-proprietary panel will allow for the selection of qualified vendors for repair, and make is easier to share transportation costs with other entities scheduling fire panel maintenance and service on St Paul Island.
The fire alarm panel at the St Paul Staff Quarters is a Simplex Grinnell 4100u panel installed in the Staff Quarters facility in 2007. It is connected through an underground cable to a Simplex 4000 IDNet NAC Extender panel is located in the lab facility. In the past five years we have had difficulty clearing trouble codes on the unit, and had to replace the mother board once. Once again we are having trouble codes that will not clear, and the unit is exhibiting the same behavior that led to motherboard replacement previously.
Additionally, it is an annual requirement for a NFPA 72 Report of Inspection and Test for the fire panel to certify proper operation.
1.3 CURRENT EQUIPMENT
The current system consists of a Simplex Grinnell 4100u alarm panel connected to:
Simplex Grinnell IDNet NAC Extender (mounted in laboratory building and hard-wired to the main panel in Staff Quarters) 46 Photoelectric Smoke Detectors 56 Heat Detectors 14 Manual Pull Stations.

1.4 DESIRED EQUIPMENT
1.4.1 The replacement panel should be a non-proprietary addressable fire alarm control/communicator, panel that is readily available, sold, and maintained by multiple vendors for ease of future service. Installation of a proprietary panel that requires the services of a single regional service provider will receive less consideration.
1.4.2 The replacement panel should use SD or SK addressable sensors.
1.4.3 Smoke sensors in apartments will be replaced with combination CO-Smoke sensors.
1.4.4 Horns will be replaced with new low frequency horns or sounder bases attached to one of the room sensors that will produce a 520Hz tone in accordance with new NFPA 72 provisions after January, 2014.
1.4.5 Temperature sensor be installed in the hall way on each level of the staff quarters and in the hall of the lab that will be connected to dry contacts to create alarms when a low ambient temperature (less than 45 degrees) is present in the building. Additionally a sensor will be placed within the boiler loops of each building to alarm when the boiler temperature drops below 100 degrees.
These sensors will be programmed to send an alert to the governments alarm monitoring company, LJ Alarm if the temperature drops below the prescribed values.
1.5 SCOPE OF WORK.
Replace the Simplex Grinnell fire alarm panel and provide NFPA 72 certification for 2016 with options for 2017 and 2018. The contractor shall furnish and install a complete 24 VDC, electrically supervised, analog addressable fire alarm system as specified herein. The system shall include but not be limited to all control panels, power supplies, initiating devices, audible and visual notification appliances, alarm devices, and all accessories required to provide a complete operating fire alarm system.
This system shall include, but not be limited to, system cabinet, power supply, built in Signaling Line Circuit (SLC), 80 character LCD annunciator, built in dual line Digital Communicator associated peripheral devices, batteries, wiring, conduit and other relevant components and accessories required to furnish a complete and operational Life Safety System for the Staff Quarters building and Laboratory building located at the NOAA Saint Paul Island research facility located at 904 Polvina Turnpike, on Saint Paul Island, Alaska.
1.5.1 INSTALLATION - The contractor will procure all materials and equipment for the replacement of the fire alarm panel and lab NACExtension, to include all sensors, mounting hardware, and wiring when appropriate. All work will be to current building codes and will be installed in a workmanlike manner.
1.5.2 QUALITY ASSURANCE PLAN - The contractor will develop a work plan within the Quality
Assurance Plan that includes a commissioning plan and testing regime to produce a NFPA 72 system report and verify that the temperature sensors work properly.
1.5.3 PROPERTY CONTROL - The contractor shall obtain approval of the COR or the contracting officer before removing any item from its existing location. Existing hardware to be reutilized will be tested, repaired, and reconfigured if required and integrated into the system.
TRAINING - Training will be held for facility staff on the changes made to the operator interface.
1.6 GENERAL
1.6.1 Control Panel
The fire alarm control panel (FACP) shall be a non-proprietary addressable fire alarm control/communicator, panel that is readily available, sold, and maintained by multiple vendors for ease of future service.
The FACP must be capable of supporting a minimum of 99 addressable SK sensors and 99 addressable SK modules and any combination of 127 SD devices. The communication protocol on the SLC loop must be digital. The use of shielded cable or twisted pair should not be required to allow use of existing wiring.
The panel must have a built in LCD annunciator with the capability of having an additional remote annunciators connected in the field.
The FACP must have a built in UL approved digital communicator. The communicator must allow local and remote up/downloading of system operating options, event history, and detector sensitivity data. The FACP must automatically test the smoke detectors in compliance with NFPA standards to ensure that they are within listed sensitivity parameters and be listed with Underwriters Laboratories for this purpose.
The FACP must compensate for the accumulation of contaminants that affect detector sensitivity (Drift Compensation). The FACP must have a maintenance alert feature (differentiated from trouble condition). The panel shall indicate a “Maintenance Alert” which means that the detector is still in an operational condition but should be cleaned before it enters a “Trouble” condition in which it will no longer function properly.
The FACP must be able to automatically enroll all properly connected and addressed accessories into a functional system without further programming. This is required by UL
864. Panels that do not have this feature will not be acceptable.
The main communication bus between panels and booster power supplies shall be capable of Class B configuration with a total Bus length of 6,000 feet. This communications bus must be fully supervised.
1.6.2 System Wiring
The SLC and Data Communication Bus shall be wired with standard NEC 760 compliant wiring, with no twisted, shielded or mid capacitance wiring required for installations. All FACP screw terminals shall be capable of accepting 14-18 AWG wire.
1.6.3 Signaling Line Circuits
The SLC shall be capable of a wiring distance of 10,000 feet from the SLC driver module and be capable of supporting a minimum of 99 SK devices and 99 SK detectors. The communication protocol to SLC devices must be digital. Any SLC loop device, which goes into alarm, must interrupt the polling cycle for priority response from the FACP. The FACP must respond consistently to a device that goes into alarm on an SLC in under 3 seconds. The SLC shall be capable of functioning in a Class A or Class B configuration.
1.6.4 SLC Loop Devices
Devices supported must include analog photoelectric, ionization smoke detectors, analog heat detectors, contact monitoring modules and relay output modules. There is to be no limit to the number of any particular device type up to the maximum of 99 SK detectors and 99 addressable SK modules that can be connected to the SLC.
1.6.5 Addressable Detector Functions
The products of combustion detectors must communicate analog values using a digital protocol to the control panel for the following functions:
1.6.6 Automatic compliance with NFPA 72 standards for detector sensitivity testing
Drift compensation to assure detector is operating correctly
Maintenance alert when a detector nears the trouble condition
Trouble alert when a detector is out of tolerance
Alert control panel of analog values that indicate fire.
1.6.7 Programmable Notification Circuits
The FACP shall support four programmable notification circuits that are capable of being programmed as supervised reverse polarity notification circuits or supervised auxiliary power circuits that can be programmed as continuous, reset able or door holder power. These circuits shall be programmable for Class A or Class B operation.
1.6.8 Annunciators
The main control must have a built in annunciator with an LCD display and indicators for General Alarm, Supervisory, System Trouble, System Silence, and Power. When in the normal condition the LCD shall display time and date based on a 200-year clock which is capable of automatic daylight savings time adjustments. The annunciator must be able to Silence Acknowledge and Reset alarms through the use of a keypad-entered code, or by using a firefighter key. The annunciators must be able to program up to 5 levels of user codes that will allow the limitation of operating system programming to authorized individuals.
1.6.9 Remote Annunciators
The fire system shall be capable of supporting remote annunciators. LCD remote annunciators shall have the same control and display layout so that they match identically to the built in annunciator. LED Remote annunciators shall have individually mapped LED’s and reset and silence inputs. The reset and silence inputs must use the same firefighters key as the LCD annunciators. Remote annunciators shall be capable of operating at a distance of 6,000 feet from the main control panel on unshielded non-twisted cable.
1.6.10 I/O Module
When required, the fire system shall be able to support up to eight I/O modules on the SBUS that shall be used to drive remote LED graphic style displays and accommodate up to eight dry contact type switch inputs. The I/O modules shall each drive up to 40 LEDs without requiring external power connections. The I/O module inputs shall be supervised and shall be suitable for alarm and trouble circuits as well as reset and silence switches. The system shall also support up to 40 LED drivers that reside on the two-wire SLC loop. These driver boards shall contain 80 LED outputs that are powered by an external source.
1.6.11 Serial/Parallel interface
The fire system shall be capable of supporting up to two serial / parallel interfaces that are capable of driving standard computer style printers. The interface shall be programmable as to what information is sent to it and shall include the ability to print out Detector Status, Event History and System Programming.
1.6.12 Distributed Power Modules
The contractor shall supply (where required) a power module or NAC extender/alarm booster module compatible with the fire alarm control panel.
1.6.13 Digital Communicator
The digital communicator must be an integral part of the control panel and be capable of reporting all zones or points of alarm, supervisory, and trouble conditions as well as all system status information such as loss of AC, low battery, ground fault, and loss of supervision to any remote devices with individual and distinct messages to a receiving point.
The communicator must also be capable of up/downloading of all system programming options, Event History and Sensitivity compliance information to a PC on site or at a remote location. The communicator shall have an answering machine bypass feature that will allow the panel to respond to communication even on phone lines that have other communication equipment present. The communicator must be capable of reporting via SIA and Contact ID formats. The communicator shall have a delayed AC loss report function which will provide a programmable report delay plus a 10-25 min random component to help ease traffic to the central station during a power outage.
1.6.14 Dry Contacts
The FACP must support three form “C” dry contacts, one will be dedicated to trouble conditions, the other two will be programmable for Alarm, Trouble, Supervisory, Manual Pull, Zone Aux. 1, or Zone Aux. 2 conditions. The trouble contact shall be normal in an electrically energized state so that any total power loss (AC and Backup) will cause a trouble condition. In the event that the microprocessor on the FACP fails the trouble contacts shall also indicate a trouble condition.
1.6.15 Ground Fault Detection
A ground fault detection circuit shall be employed which can detect a ground fault on both the positive and negative side of each circuit. The ground fault detector shall operate the general trouble devices as specified but shall not cause an alarm to be sounded. Ground faults shall not interfere with normal operation, such as alarm, or other trouble conditions.
1.6.16 Over current Protection
All low voltage circuits will be protected by microprocessor controlled power limiting or have self-restoring poly-switches for the following: smoke detector power, main power supply, indicating appliance circuits, battery standby power and auxiliary output.
1.6.17 Test Functions
A “Lamp Test” mode shall be a standard feature of the fire alarm control panel and shall test all LED’s and the display on the main panel and remote annunciators if installed.
A “Walk Test” mode shall be a standard feature of the fire alarm control panel. The walk test feature shall function so that each alarm input tested will operate the associated notification appliance for six seconds. The FACP will then automatically perform a reset and confirm normal device operation. The event memory shall contain the information on the point tested. the zone tripped, the zone restore and the individual points return too normal.
A “Fire Drill” mode shall allow the manual testing of the fire alarm system notification circuits. The “Fire Drill” shall be capable of being controlled at the main annunciator and remote annunciators if installed.
A “Bypass Mode” shall allow for any zone, point, group, or NAC circuit to be bypassed without effecting the operation of the total fire system.
1.6.18 Remote Input Capabilities
The control panel shall have provisions for supervised switch inputs for the purpose of Alarm reset and Alarm and trouble restore.
1.6.19 Notification Appliance Mapping Structure
All notification circuits and modules shall be programmable via a mapping structure that allows for a maximum of 125 output groups. Each of these groups shall have the ability to be triggered by any of the panels 125 zones. A group may be triggered from a zone individually, or may contain a global trigger for manual pull stations, fire drills and two different system alarms. Additionally each zone will individually control the cadence pattern of each of the groups that it is “Mapped” to so that sounders can indicate a variety of conditions. The zone shall be capable of issuing a different cadence pattern for each of the groups under its control.
The mapping structure must also allow a group to be designated to “ignore cadence” for use with strobes and other continuous input devices. Zones shall have eight different output categories; Detector alarm, Trouble, Supervisory, Pre-alarm, Waterflow, Manual pull, Zone auxiliary one and Zone Auxiliary two. Each of the categories shall have the ability to control from 1 to 8 output groups with a cadence pattern. The patterns are; March code, ANSI 3.41, Single Stroke Bell Temporal, California code, Zone 1 coded, Zone 2 coded, Zone 3 coded, Zone 4 coded, Zone 5 coded, Zone 6 coded, Zone 7 coded, Zone 8 coded, Custom output pattern 1, Custom output pattern 2, Custom output pattern 3, Custom output pattern 4 and Constant. This mapping/cadence pattern shall be supported by all system power supplies and Notification Expander Modules.
The main FACP and addressable power supplies shall support built-in synchronization for Amseco, Faraday, Gentex, System Sensor, and Wheelock devices.
1.6.20 On Board Programmer
The FACP shall have an on board programmer which will allow for all system functions and options to be programmed. Any panel that does not have this capability will not be accepted.
1.6.21 Downloading Software
The fire alarm control panel must support up/downloading of system programming from a PC under Windows 7, 8, or 10 operating system. The FACP must also be able to upload the detector sensitivity test results and a 1000 event system event buffer to the PC.
Communication shall take place over a direct connection to the PC and/or via the same telephone lines as the built in digital communicator and shall not require an external modem to be connected to the panel. The downloading software shall contain a code that will block unauthorized persons from accessing the panel via direct connection or over the phone lines.
1.6.22 Offsite Facility Management Access
The FACP must support a facility management capable of providing off site access to FACP data that is necessary to manage fire system operation
1.6.23 English Language Descriptions
The FACP shall provide the ability to have a text description of each system device input zone and output group on the system. The use of individual lights to provide descriptions will not be acceptable.
1.7 SYSTEM OPERATION
1.7.1 Alarm
When a device indicates an alarm or supervisory condition the control panel must respond within 3 seconds. The General Alarm or Supervisory Alarm LED on the annunciator(s) shall light and the LCD shall prompt the user as to the number of current events. All notification circuits associated with the alarm or supervisory condition shall activate. If the digital dialer is being utilized it shall transmit a signal to the digital alarm receiving unit. The alarm information must be stored in event memory for later review. Event memory shall be available at the main and all remote annunciators. The alarm memory must be capable of storing up to 1000 events.
When the alarmed device is restored to normal, the control panel shall be required to be manually reset to clear the alarm condition, except that the alarms may be silenced as programmed.
Exception: When detectors are utilized in single station or multi-station applications they may be self- restoring.
An alarm shall be silenced by a code or Firefighter key at the main or remote annunciators.
When silenced, this shall not prevent the resounding of subsequent events if another event should occur (subsequent alarm feature). When alarms are silenced the silenced LED on the control panel, and on any remote annunciators shall remain lit, until the alarmed device is returned to normal.
1.7.2 Troubles
When a device indicates a trouble condition, the control panel System Trouble LED should light and the LCD should prompt the user as to the number of current events. The trouble information must be stored in event memory for later review. Event memory must be available at the main and all remote annunciators.
When the device in trouble is restored to normal, the control panel shall be automatically reset, the trouble restore information must be stored in event memory for later review. Event memory must be available at the main and all remote annunciators. A trouble shall be silenced by a code or Firefighter key at the main or remote annunciators. When silenced, this shall not prevent the resounding of subsequent events if another event should occur.
1.7.3 Supervision methods
The SLC loop shall be electrically supervised for opens and ground faults in the circuit wiring, and shall be so arranged that a fault condition on any loop will not cause an alarm to sound. Additionally, every addressable device connected to the SLC will be supervised and individually identified if in a fault condition. The occurrence of any fault will light a trouble LED and sound the system trouble sounder, but will not interfere with the proper operation of any circuit which does not have a fault condition.
1.8 SYSTEM COMPONENTS
1.8.1 System Cabinet
The system cabinet shall be red and can be either surface or flush mounted. The cabinet door shall be easily removable to facilitate installation and service.
1.8.2 Audible System Trouble Sounder
An audible system trouble sounder shall be an integral part of the control unit. Provisions shall also be provided for an optional supervised remote trouble signal.
1.8.3 Power Supply and Charger:
An appropriate power supply with battery backup per NFPA 72 shall be provided for the main FACP and the remote panel in the lab building.
The power supply shall comply with UL Standard 864 for power limiting.
The FACP will indicate a trouble condition if there is a loss of AC power or if the batteries are missing or of insufficient capacity to support proper system operation in the event of AC failure. A “Battery Test” will be performed automatically every minute to check the integrity of the batteries. The test must disconnect the batteries from the charging circuit and place a load on the battery to verify the battery condition.
1.8.4 Connections and Circuits
Connections to the light and power service shall be on a dedicated branch circuit in accordance with the National Electrical Code (NEC).
The circuit and connections shall be mechanically protected.
A circuit disconnecting means shall be accessible only to authorized personnel and shall be clearly marked “FIRE ALARM CIRCUIT CONTROL”.
1.9 ACCESSORY COMPONENTS
1.9.1 The FACP shall support the following devices:

1.9.2 The FACP shall support the operation of SK detectors and modules without regard to device type.

1.9.3 Manual Fire Alarm Stations
Manual Fire Alarm Stations shall be, single or double action type, with a key operated test-reset lock in order that they may be tested, and so designed that after actual emergency operation, they cannot be restored to normal except by use of a key. The reset key shall be so designed that it will reset manual station and open FACP without use of another key.
An operated station shall automatically condition itself so as to be visually detected, as operated, at a minimum distance of fifty feet, front or side. Manual stations shall be constructed of LEXAN® or die cast metal with clearly visible operating instructions on the front of the stations in raised letters.
Stations shall be suitable for surface mounting on matching backbox, or semi-flush mounting on a standard single-gang box, and shall be installed within the limits defined by the Americans with Disabilities Act (ADA) dependent on manual station accessibility or per local requirements.
Manual stations shall be Model SK-Pull-SA or SK-Pull-DA. If using conventional pull stations they must be installed in conjunction with an Addressable Input Module.
1.9.4 Notification Devices
The visible and audible/visible signaling devices shall be compatible with the FACP as stated in the installation manuals and be Listed with Underwriters Laboratories Inc. per UL 1971 and/or 1638. Each indicating appliance circuit shall be electrically supervised for opens, grounds and short circuit faults, on the circuit wiring, and shall be so arranged that a fault condition on any indicating appliance circuit or group of circuits will not cause an alarm to sound. The occurrence of any fault will light the trouble LED and sound the system trouble sounder, but will not interfere with the proper operation of any circuit which does not have a fault condition. The notification appliance (combination audible/visible units only) shall produce a peak sound output of 90dba or greater as measured in an anechoic chamber. The visible signaling appliance shall maintain a minimum flash rate of 1Hz or greater regardless or power input voltage. The appliance shall also be capable of meeting the candela requirements of the blueprints presented by the Engineer and ADA. The appliance shall be polarized to allow for electrical supervision of the system wiring. The unit shall be provided with terminals with barriers for input/output wiring and be able to mount a single gang or double gang box or double workbox with the use of an adapter plate. The unit shall have an input voltage range of 20-30 volts with either direct current or full wave rectified power.
1.9.5 Smoke Detectors
Smoke detectors shall be SK-Photo ceiling mounted, addressable photoelectric smoke detectors, or SK-Acclimate multi-criteria photoelectric smoke detector. The combination detector head and twist lock base shall be U.L. listed compatible with the FACP. The base shall permit direct interchange with SK-Ion ionization smoke detector, SK-Acclimate multi-criteria smoke detector or the SK-Heat detector. The base shall be the appropriate twist lock base B210LP. The smoke detector shall have a flashing status LED for visual supervision.
When the detector is actuated, the flashing LED will latch on steady at full brilliance. The detector may be reset by actuating the control panel’s reset switch. The sensitivity of the detector shall be capable of being selected and measured by the control panel without the need for external test equipment. The vandal security-locking feature shall be used in those areas as indicated on the drawing. The locking feature shall be field selectable when required.
It shall be possible to perform a sensitivity test of the detector without the need of generating smoke. The test method shall simulate the effects of products of combustion in the chamber to ensure testing of the detector circuits. Detectors shall have completely closed back to restrict entry of dust and air turbulence and have a 30 mesh insect screen. Electronics of the unit shall be shielded to protect against false alarms from E.M.I. and R.F.I.
1.9.6 Heat Detectors
Furnish and install analog/addressable heat detectors. The combination heat detector and twist lock base shall be U.L. listed compatible with the FACP. The base shall permit direct interchange with the SK-Ion smoke detector, SK-Acclimate smoke detector and the SK-Photo photoelectric smoke detector. The base shall be appropriate twist lock base B210LP. The heat detector shall have a flashing status LED for visual supervision. When the detector is actuated, the flashing LED will latch on steady at full brilliance. The detector may be reset by actuating the control panel’s reset switch.
1.9.7 Wiring
Wiring shall be the installer’s responsibility. All wiring will be in accordance with applicable fire and life safety codes.
1.10 SPECIFIC TASKS/REQUIREMENTS
1.10.1 Task 1, Replace the Simplex Grinnell 4100n fire alarm panel and IDNet NAC Extender, all sensors and enunciators. The vendor shall provide 2 extra SK CO/Smoke detectors, 2 extra SK Smoke, and 2 extra SK heat detectors.
1.10.2 Task 2, The vendor will provide an NFPA 72 Report of Inspection and Test for the fire alarm panel.
1.10.3 Task 3, The vendor will install temperature sensors in the hall on each level of the staff quarters and in the hall of the lab to report when the temperature drops below 45 degrees.
These sensors will be connected to a monitored dry contact connected to the fire panel and send a trouble alert to the alarm monitoring service.
1.10.4 Task 4, The vendor will install a boiler water temperature sensor in the boiler loop in the staff quarters and lab to report when the boiler temperature drops below 100 degrees. These sensors will be connected to a monitored dry contact connected to the fire panel and send a trouble alert to the alarm monitoring service.
1.10.5 Task 5, The fire panel communications dialer will be programmed to notify the governments alarm monitoring company, LJ Alarm in Juneau, (907-789-7940) of fire and trouble alarm situations. The government will set up the account with LJ. The vendor will coordinate directly with LJ Alarm for account information alarm notification and mapping for panel configuration.
1.10.6 Task 6, If the option is exercised, the vendor will inspect and provide the NFPA 72 Report of Inspection and Test for the fire alarm panel annually.
1.10.7 Task 7, If the option is exercised, the vendor will travel to the island to troubleshoot and repair the panel and bill the government for up to the estimated amount set forth in the award.
1.11 REPORTS
A certified NFPA 72 Report of Inspection and Test for the fire alarm panel will be produced that is signed by a technician licensed by the state of Alaska to conduct this inspection.
PERIOD OF PERFORMANCE
The period of performance for the base award is for project completion within six months from date of award. Vendor will not be able to start work in the actual facilities until after our field season on the Island which typically ends around the end of September. Vendor will need to coordinate dates with the government after award.
1.12 EMPLOYEES
1.12.1 APPEARANCE - Contractor personnel shall present a neat appearance and be easily recognized.
This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges which contain the company name and employee name.
1.12.2 LANGUAGE - The contractor representative must be able to read, write, speak, and understand English.
1.12.3 SECURITY OR ACCESS REQUIREMENT - The awarded contractor shall apply for a security background check. The awarded contractor can contact the Auke Bay Laboratories Security Officer Representative at (907) 789-6005 for instructions on how to request this check for all employees who will be employed on this project and working on federal grounds.
1.13 QUALITY CONTROL - Contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices for installation, maintenance, and repair. The contractor shall develop and implement procedures to identify and prevent defective services from recurring.
1.13.1 QUALITY CONTROL PLAN - The contractor shall establish and maintain a Quality Control
Program/Plan to ensure the requirements of the contract are achieved. One copy of the contractor's Quality Control Plan shall be furnished to the contracting officer, as indicated:
1.13.2 PLAN CONTENTS - The Quality Control Plan will include a testing regime for commissioning of a new system that will test all panels, sensors, operators, sequences, and alarms. The plan will include measures to take prior to deactivation of any component for configuration and integration into the new system as well as a sequence of events and schedule approved of by the facility manager before any work begins. This plan will be briefed prior to start of contract work. Additionally, it will include inspection points within the installation commensurate with standard commercial practice for the installation and commissioning of fire alarm panels.
1.14 INSPECTION SYSTEM - Quality control will be monitored based upon standard quality control practices for commercially procured items. The contractor will be expected to develop and execute the inspection system.
1.14.1 METHODS - The methods for identifying and preventing defectives in the quality of service performed shall be identified before the level of performance becomes unacceptable.
1.14.2 RECORDS - On-site records of all inspections conducted by the contractor and necessary corrective action taken will be documented. This documentation shall be made available to the contracting officer, as requested, during the term of the contract.
1.14.3 GOVERNMENT REVIEW - The Government may review the Contractor Quality Control Plan to determine if it is adequate. If the plan is found to be adequate, the Government will authorize the plan. If the plan is not adequate as submitted, the deficiencies will be identified to the contractor in writing. The contractor shall correct all identified deficiencies and submit a corrected Contractor Quality Control Plan within ten working days or contract start date, whichever is sooner. Be provided with the initial proposal (Note: identify if QC plan to be provided must be specific plan for this contract; a sample of a previously used similar quality control plan; or an outline of the items that will be included on the QC plan). Revisions or updates to the submitted quality control plan must be submitted in the same manner as the original plan.

1.15 QUALITY ASSURANCE
1.15.1 CONTRACTING OFFICERS TECHNICAL REPRESENTATIVE (COR) - COR’s will be appointed to monitor contractor performance and have the right to inspect and accept and reject defective services. The name and telephone number of each COR under the contract will be furnished to the contractor in writing by the contracting officer.
1.15.2 GOVERNMENT MONITORING - The Government will monitor the contractor's performance under this contract using the method(s) of surveillance specified in the Performance Requirements Summary (PRS). All monitoring observations will be recorded by the government. When an observation indicates defective performance, the COR will request the contractor's representative to confirm defective work and perform corrective work.
1.16 GENERAL CONDITIONS
1.16.1 IT SERVICES - This order will not require assignment of a user account and access to DOC data systems. This contractor will not need access to Government hardware, application software, system software, and sensitive data. IT security consideration and controls will be put in place before commencement of service.
1.16.2 PHYSICAL SECURITY - The contractor shall be responsible for safeguarding all Government property provided for contractor use in accordance with the Government Furnished Property clause, 52.245-4.
1.16.3 KEY CONTROL - The contractor shall establish and implement methods of ensuring that all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. No keys issued the contractor by the Government shall be duplicated.
The contractor shall develop procedures covering key control that shall be included in the quality control plan. Any keys issued to the contractor will be returned to the government prior to the contractor departing the premises.
1.16.4 HOURS OR OPERATION - The Staff Quarters are a residential facility for field research.
Normal working hours are Monday through Friday 8:00 am to 6:00 pm, however, performance of maintenance and repairs under this contract will not be precluded after normal hours.
1.16.5 DAMAGE - The Government will not be responsible in any way for damage occasioned by fire, theft, accidents, and otherwise to the Contractor's personal belongings brought into the Government buildings.
1.16.6 SUPENSION OF WORK AND GOVERNMENT SHUT DOWN
In the case of a Government Wide Shutdown, this contract/order may be subject to a stop-work order. A stop-work order may be issued by writing by the Contracting Officer or Government Official. In accordance with FAR 42.13 - Suspension of Work, Stop-Work Orders, and Government Delay of Work is also made a part of this Acquisition. NOAA will not make payments to contractors for products or services not obligated before the funding lapse. If a contract or order has been issued and funded and productive work is possible then Contractor may continue to operate under your Contract during Laps on written approval of the contracting officer. However, depending on the duration of a funding lapse, the absence of available Federal employee oversight may lead an agency to reconsider whether the contract or grant activity should continue to be performed. Federal employees will not be available to make timely payments to the contractor or grantee in accordance with the contract.
1.16.7 INSURANCE COVERAGE
The contractor will be responsible for providing their own workman's compensation and health insurance. The government will not be responsible for providing insurance. The contractor must show proof of workman's compensation insurance if requested by either the COTR, ACOTR or Contracting Officer. If the contractor will be performing work on a vessel or in a field camp, the government takes no responsibility in event of injury if the contractor has not obtained workman's compensation insurance.
1.16.8 FEDERAL, STATE, AND LOCAL TAXES
Except as may be otherwise provided in this contract price includes all applicable federal, state, and local taxes and duties in effect on the date of this contract but does not include any taxes from which the Government the Contractor or this transaction is exempt. Upon request of the contractor, the Government shall furnish a tax exemption certificate or similar evidence of exemption with respect to any such tax not included in the contract price pursuant to this clause. For the purpose of this clause, the term "date of this contract" means the date of the contractor's quotation or, if no quotation, the date of this Purchase Order.
1.17 ON-SITE PERFORMANCE
The on-site work schedule, building access, and logistics will be coordinated between the Contractor and the Government COR.
1.18 DOCUMENTATION AND RECORDS. All documentation, records and schedules as described in this
PWS that are the responsibility of the contractor, are the property of the Government and shall be turned over to the Government upon completion or termination of the contract. All records are subject to the Freedom of Information and/or Privacy Acts and any requests for release of any records shall be handled accordingly.
1.19 CONTRACT CLOSE-OUT SUBMITTALS. Deliver two (2) copies of the following to the owner’s representative within Thirty (30) days of system acceptance. The closeout submittals shall include:
1.19.1 Installation and Programming manuals for the installed Life Safety System.
1.19.2 Point to point diagrams of the entire Life Safety System as installed. This shall include all connected Smoke Detectors and addressable field modules.
1.19.3 All drawings must reflect the verified device address where appropriate.
1.20 WARRANTY
Warranty all materials, installation and workmanship for a one (1) year period from government acceptance, unless otherwise specified. A copy of the manufacturer warranty shall be provided with the closeout documentation.
1.21 PRODUCTS
1.21.1 This Life Safety System Specification must be conformed to in its entirety to ensure that the installed and programmed Life Safety System will accommodate all of the requirements and operations required by the building owner. Any specified item or operational feature not specifically addressed prior to the bid date will be required to be met without exception.
1.21.2 Submission of product purported to be equal to those specified herein will be considered as possible substitutes only when all of the following requirements have been met:
1.21.2.1 Any deviation from the equipment, operations, methods, design or other criteria specified herein must be submitted to the COR for approval. Each deviation from the operation detailed in these specifications must be documented in detail, including page number and section number, which lists the system function for which the substitution is being proposed.
1.21.2.2 A complete list of such substituted products with three (3) copies of working drawings thereof shall be submitted to the approved.
1.21.2.3 The contractor or substitute bidder shall functionally demonstrate that the proposed substitute products are in fact equal in quality and performance to those specified herein.
1.22 GENERAL EQUIPMENT AND MATERIALS REQUIREMENTS All equipment furnished for this project shall be new and unused. All components shall be designed for uninterrupted duty. All equipment, materials, accessories, devices and other facilities covered by this specification or noted on the contract drawings and installation specification shall be best suited for the intended use and shall be provided by a single manufacturer. If any of the equipment provided under this specification is provided by different manufacturers, then that equipment shall be “Listed” as to its compatibility by Underwriters Laboratories (UL), if such compatibility is required by UL standards.
1.23 GOVERNMENT FURNISHED PROPERTY AND SERVICES
