This procurement encompasses the design, fabrication, and installation of a direct-buried underground insulated steel condensate return piping system, including carrier pipes, fittings, anchors, supports, insulation, protective casing, and cathodic protection components. The solicitation is restricted to three pre-selected Mechanical MACC contractors: Mechworks Mechanical Contractors, Inc., North State Mechanical, Inc., and R&W Construction Company, Inc. The Government will evaluate proposals based on lowest price without discussions, though it reserves the right to conduct discussions if necessary. Pre-proposal inquiries were due by April 8, 2026 at 1400 local time, and formal proposals must be submitted by April 20, 2026 at 1600 local time to the designated email addresses.
This procurement carries no set-aside designation and is open only to the three named Mechanical MACC contractors previously listed in the contract documentation. The work must be completed by October 15, 2026, with a period of performance extended to 210 calendar days to accommodate engineering and production lead times. Davis-Bacon prevailing wage requirements apply, with specified wage rates for trades including pipefitters at $33.96 per hour plus $13.48 fringe benefits. Bond requirements are tiered based on proposal amount, ranging from no bonds for proposals of $35,000 or less to full bid, payment, and performance bonds for proposals exceeding $150,000. The project is located at MCAS Cherry Point, NC 28533, and encompasses both civil work involving bituminous concrete pavement removal and installation, and mechanical work involving disconnection and reconnection of the 4-inch condensate piping system at designated steam pit locations.
