About this opportunity
The Department of the Navy Naval Facilities Engineering Command seeks carpet replacement in offices at Building 4305, VMGR252, Marine Corps Air Station Cherry Point, North Carolina, with proposals due September 11, 2026 at 1:00 PM local time. The procurement is a Total Small Business set-aside restricted to seven pre-qualified General MACC contractors: Quadrant Construction, Blue Rock Structures, Bristol General Contractors, Joyce & Associates Construction Inc., Military & Federal Construction Co., P&S Construction, and Syncon LLC.
The estimated project value is less than $25,000. Work includes removing and replacing carpet in six existing rooms (approximately 1,704 square feet) and installing new carpet in Room 107 (480 square feet of currently tiled flooring), for a total of approximately 2,504 square feet of grey carpet tiles. Additional scope encompasses disposal of existing carpet off-base, substrate preparation (scraping or mechanical grinding of residual adhesive, filling cracks and spalls with high-strength cementitious underlayment), cove base replacement on an as-needed basis, and final site cleanup. Room 107 requires tile flooring removal with the same substrate preparation standards. Work must be performed during off-hours (nights and weekends) with rooms ready for occupant reoccupancy the following day due to space constraints. Contract completion is due within 120 calendar days of award. Prevailing wage rates apply per General Decision Number NC20260018 (May 18, 2026) covering Craven, Jones, and Pamlico counties. Bond requirements scale with proposal amount: no bonds for proposals $35,000 or less; payment bond only for proposals exceeding $35,000 but not exceeding $150,000; bid, payment, and performance bonds for proposals exceeding $150,000. Award will be made on a lowest-price basis. A mandatory site visit is scheduled for August 24, 2026 at 12:00 PM. Amendment 0002, effective September 9, 2026, extended the deadline from September 8 and confirmed that pre-award RFI deadline has passed; contractors may resubmit revised pricing or confirm original proposal validity.
