About this opportunity
The Bureau of Indian Education seeks replacement of two boiler burners at Mariano Lake Community School in Crownpoint, New Mexico, with quotes due August 24, 2026, at 5:00 PM Mountain Daylight Time. The procurement is set aside 100 percent for Indian Small Business Economic Enterprises (ISBEE), foreclosing competition outside that pool.
Place of performance is Mariano Lake Community School, Crownpoint, New Mexico. The work scope includes furnishing and installing two new Power Flame oil-fired burners equipped with Fireye PPC4000 parallel positioning control systems configured for Lead/Lag operation, performing internal fireside and waterside cleaning of both boilers, replacing handhole gaskets and rope gasketing, removing obsolete steam controls, and conducting startup testing and combustion tuning. The boilers are 1984–1985 era Iron Fireman Model 501A-L-50-15 units rated at 1,673 MBH and 50 HP. The contractor must possess demonstrated experience with commercial and industrial boiler systems; all personnel must hold required licenses and certifications for pressure-vessel, electrical, and fuel-system work. All materials and equipment must be new and installed per manufacturer specifications. Work must comply with OSHA, NFPA 31, NFPA 70, ASME, and National Board codes. Delivery is required by September 30, 2026. The contractor must provide a one-year warranty on all labor, materials, and installed equipment from the date of final acceptance. The contract is firm fixed price under FAR Part 12 simplified acquisition procedures. NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) applies, with a small business size standard of $19.0 million. Evaluation criteria are price, product availability, product specifications, delivery lead time, and set-aside compliance, with award to the responsible contractor offering the lowest price. Amendment Two, effective August 18, 2026, revised the Statement of Work and extended the due date. Quotes must be emailed to charmaine.williams-james@bie.edu and must acknowledge receipt of both amendments.
