About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center is conducting market research to identify contractors capable of repairing APX-119 Identification of Friend or Foe (IFF) Systems and ALE-50 Launcher Controller equipment used on Air Force aircraft. The APX-119 systems provide aircraft identification interfaces enabling transmission and reception of identification and altitude information, while ALE-50 systems deploy towed decoys to protect aircraft from radar-guided missiles. Interested contractors must submit documentation demonstrating their technical capabilities, repair experience, and approach to addressing any capability gaps through teaming or subcontracting arrangements within the specified timeframe. The government will evaluate submissions based on contractor capability to meet repair requirements as outlined in the draft Performance Work Statement and accompanying Contractor Capability Survey, with emphasis on quality assurance standards including ISO 9001:2015 compliance, defect rate limitations, and delivery timeliness metrics. Responses to the Request for Information must be submitted by January 5, 2026, with technical questions directed to Zachary Bressler (zachary.bressler@us.af.mil) or Andrew Adams (andrew.adams.13@us.af.mil).

This pre-solicitation notice uses no small business set-aside designation, though both large and small businesses are encouraged to participate and to identify potential work areas suitable for exclusive small business contracting. Raytheon has served as the known sole source contractor for these repairs under previous contract SPRBL1-15-D-0017. The anticipated contract value exceeds $1,000,000, which will trigger mandatory Contractor Performance Assessment Reporting System (CPARS) reporting requirements. The government's Quality Assurance Surveillance Plan establishes specific performance thresholds including limiting Product Quality Deficiency Reports to one per quarter per National Stock Number and allowing no more than two late deliveries per quarter. Joint ventures and teaming arrangements are encouraged to enhance contractor capability and competition in this market research effort. Participation in the Contractor Capability Survey does not guarantee future solicitation or contract awards, and the government will not reimburse expenses associated with survey participation.
