About this file
This is a Request for Information (RFI) for APX-119 Identification of Friend or Foe (IFF) Systems repair capabilities. The government is conducting market research to identify potential sources with repair data, expertise, and experience for these aircraft avionics systems. The specific National Stock Numbers (NSNs) include radar transponders and a control radar set, with Raytheon previously being the sole source contractor for repairs under contract SPRBL1-15-D-0017.
The RFI includes a comprehensive Contractor Capability Survey with detailed questions covering business information, repair capabilities, commerciality, engineering services, continuity of operations, foreign influence, and cybersecurity. Interested parties are encouraged to respond, with both large and small businesses welcome to participate. Responses must be submitted via email within 30 days of the RFI being posted to SAM.gov, and participants are advised that survey participation does not guarantee future solicitation or contract awards. The government will not reimburse expenses associated with participation in this market research.

The Government is conducting market research to identify potential sources that possess the repair data, expertise, capabilities, and experience to meet qualification requirements to repair the APX-119 Identification of Friend or Foe (IFF) Systems. The level of security clearance and amount of foreign participation in this requirement has not been determined.
The APX-119 IFF Systems, located in the aircraft's avionics bay, provide the interface between the aircraft's identification system and air traffic control, as well as friendly forces. This capability allows the aircraft to be identified as a friendly force and provides the aircrew with situational awareness of surrounding aircraft. The APX-119 systems advise the aircrew of the aircraft's identification status, mode of operation, and any error messages that may exist, and are used to initiate system tests or respond to interrogation requests using the system's controls. It enables the aircraft to transmit its identification and altitude information to friendly forces and receive replies from other aircraft equipped with compatible IFF systems, providing a means of identifying friendly aircraft and distinguishing them from unknown or enemy forces.
The Government does not own or have access to the data for these items to organically repair/modify or compete the repairs/modifications.
Contractor shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts.
Raytheon is the known sole source contractor for repairing these items. The APX-119 was previously repaired by Raytheon (Cage: 06845, Facility: 1LZU1) under contract number SPRBL1-15-D-0017. The primary RMC/RMSC code are R3/R and R4/R.
Interested parties responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.
FAR 52.215-3, Request for Information or Solicitation for Planning Purposes (Oct 1997) applies to this request for proposal:
(a) The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18 Bid and Proposal Costs, of the Federal Acquisition Regulation.
