About this opportunity
The New York Army National Guard seeks repair of three Oil Water Separators at Stratton Air National Guard Base in Scotia, New York, with quotes due May 21, 2026. The procurement is a Total Small Business set-aside, specifically reserved 100% for women-owned small businesses (WOSB). An organized site visit is scheduled for May 11, 2026 at 10:00 AM EDT at Building 25 (Civil Engineering), Stratton ANGB; interested contractors must email 109.aw.fal.msc.contracting@us.af.mil with company name and employee attendance list prior to the site visit.
Place of performance is Scotia, New York. The project involves replacing coalescer plates in two Owens Corning units (OWS 2.2 and OWS 18.2) and one Highland Tank unit (OWS 8.1), plus repairing the rack in the Highland Tank unit. Work includes safe disconnection of sensors and alarms, hoisting bolted lids from depths of 6 to 12 feet, temporary removal of PVC piping, pumping and proper disposal of oily water and sludge with manifests, confined space entry per OSHA requirements, measurement of custom plate dimensions, tank inspection, ordering replacement parts, disposal of old coalescer plates as oily debris, and DD Form 1354 completion for asset capitalization. The Owens Corning units require two-phase mobilization due to unknown plate dimensions; the Highland Tank requires single mobilization. Work hours are 0700–1530 Monday through Friday, excluding government holidays. Delivery is 60 calendar days from Notice to Proceed, with work beginning within 14 days of NTP.

Quotes must be submitted via email to 109.aw.fal.msc.contracting@us.af.mil.
