About this file

This is a Questions and Answers document dated 19 May 2026 for federal contract opportunity W50S8J26QA014 concerning the repair of oil water separators.

The document addresses four key inquiries from prospective offerors. First, the Government clarified that the project is subject to Service Contract Labor Standards (formerly Service Contract Act) wage determinations only, with no Davis-Bacon or local prevailing wage requirements. Second, the Government confirmed that copies of 2024 waste manifests from previous oil water separator cleanings, including approximate sludge and solids quantities for each separator, have been uploaded to SAM.gov. Third, the Government stated that no laboratory analysis or characterization testing has been previously performed on the oil-water separator waste, and therefore no such reports are available to prospective offerors. Fourth, the Government provided the referenced Draft DD Form 1354 attachment, which was originally referenced in Section 1.16 of the Statement of Work but was initially missing from the solicitation package; this document has been attached in SAM.gov.
