About this file
This is a Statement of Work (SOW) for Project Number VBDZ262102 describing the repair and maintenance of three underground Oil Water Separators (OWSs) located at Stratton Air National Guard Base. The project involves replacing coalescer plates in all three units and repairing the rack holding the coalescers in the Highland Tank OWS (OWS 8.1). The three OWSs are: OWS 2.2 and OWS 18.2 (Owens Corning units requiring four and three replacement plates respectively) and OWS 8.1 (Highland Tank requiring three replacement plates and a missing bolt and nut replacement). The contractor must execute a two-phase mobilization for the two Owens Corning units due to the manufacturer no longer being in business and unknown plate dimensions; Phase 1 involves pumping and manually measuring the plates, while Phase 2 involves remobilization and installation after custom ordering. The Highland Tank requires only a single mobilization for pumping, rack repair, and installation.
The project scope requires the contractor to safely disconnect sensors and alarms, hoist bolted lids from depths of 6 to 12 feet underground, temporarily remove PVC piping, pump oily water and sludge with proper disposal manifests, treat tank entry as confined space per OSHA requirements, measure plate dimensions, inspect tanks for damage, order appropriate replacement parts, dispose of old coalescer plates as oily debris, complete DD Form 1354 for asset capitalization, and maintain a clean work site. The project must begin within 14 days of Notice to Proceed and be completed within 60 calendar days. Work hours are 0700-1530 Monday through Friday, excluding government holidays. The contractor must comply with all security requirements, complete AT Level I and OPSEC training within 30 days, obtain COR approval for utility shutdowns and material deliveries, and notify the Environmental Manager or Fire Department within 15 minutes of any spill reaching ground or stormwater systems. An organized site visit is scheduled for 10 AM EDT on 11 May 2026, with quotes to be submitted via email to 109.aw.fal.msc.contracting@us.af.mil.

STATEMENT OF WORK
Project Number VBDZ262102 Repair Oil Water Separators
DESCRIPTION:
Three (3) underground Oil Water Separators (OWSs) require the replacement of coalescer plates. Additionally, the Highland Tank OWS (OWS 8.1) requires repairs to the rack that holds the coalescers; specifically, a missing bolt and nut must be identified and replaced. All OWS units are located on asphalt surfaces with direct equipment access.
The coalescer plates for the Highland Tank (OWS 8.1) can be ordered directly using the manufacturer’s model number. However, the manufacturer of the two Owens Corning units (OWS 2.2 and 18.2) is no longer in business (Owens Corning was purchased by NOV). Exact dimensions for the Owens Corning plates are unknown.
Therefore, the contractor must execute a two-phase mobilization for the Owens Corning tanks: Phase 1 to pump the tanks and manually measure the plates, and Phase 2 to remobilize and install the custom-ordered replacements. The Highland Tank will only require a single mobilization for pumping, rack repair, and installation.
OWS Description
2.2 18.2 8.1
OWS access points
1. SCOPE
1.1. Contractor shall safely disconnect any sensors and alarms without causing damage.
1.2. Contractor shall open the OWSs. Each OWS features a metal bolted lid. Lids were last opened in 2024 but may still require significant effort to remove.
1.3. Contractor shall provide equipment to safely hoist the lids. The lid for OWS 2.2 is approximately 12 feet underground. The lid for OWS 18.2 is approximately 6 feet underground. The lid for OWS 8.1 is approximately 8 feet underground.
1.4. The OWS units have PVC piping attached to the lids. Contractor shall temporarily remove the piping to access the lids. Any piping damaged by the contractor during removal shall be replaced at the contractor’s expense.
1.5. Contractor shall pump fluids out of the OWSs to perform the required measurements and installations. This shall be executed in the following manner:
1.5.1. Initial Pumping & Disposal (All 3 Tanks): During the initial mobilization, the contractor shall pump the oily water and sludge from all three tanks to perform measurements (OWS 2.2 and 18.2) and installation (OWS 8.1). All water and oil from this initial pumping shall be disposed of off-base in accordance with Federal, State, and local rules and regulations. A disposal manifest must be provided to the base.
1.5.2. Secondary Pumping & Return (OWS 2.2 & 18.2 Only): During the second mobilization to install the custom plates in the two Owens Corning units, the accumulated water is expected to be clean. The contractor shall pump this clean water into a temporary holding tank on-site, complete the plate installation, and then pump the clean water directly back into the OWS units. No off-site disposal is required for this secondary pumping event.
1.6. Contractor shall treat tank entry as a confined space. Contractor must strictly adhere to all OSHA confined space entry rules, as well as Federal, State, and local safety regulations.
1.7. For the Owens Corning units (OWS 2.2 and 18.2), the contractor shall manually measure the dimensions and identify the type of coalescing plates required. Plates may be removed from the tank to facilitate this procedure.
1.8. For the Highland Tank unit (OWS 8.1), the contractor shall identify the size of the missing bolt and nut needed to repair the coalescer fixture and complete the rack repair.
1.9. Contractor shall create a bermed, contained, poly-lined area outside of each OWS to contain wash activities and collect all wash water and discharged contaminants. No discharge or wash water shall be permitted to reach the pavement surface or the neighboring stormwater system.
1.10. Contractor shall order the appropriate replacement parts based on model numbers or field measurements:
1.10.1. Three (3) coalescer plates for OWS 8.1
1.10.2. Four (4) coalescer plates for OWS 18.2
1.10.3. Three (3) coalescer plates for OWS 2.2
1.11. Exact dimensions for the Owens Corning coalescer plates are unknown.
1.11.1. Approximate coalescer plate dimensions for OWS 18.2 are 15”x 24” x 36”.
1.11.2. Approximate coalescer plate dimensions for OWS 2.2 are 15”x 60” x 36”.
1.12. Contractor shall inspect each tank for damage and assess the condition of the internal coating. An inspection checklist is provided as an attachment to this SOW and shall be completed for each OWS. The contractor shall provide the completed checklists and photographs of any identified damage to the base.
1.13. Contractor shall not shut down any utilities without prior approval from the Contracting Officer’s Representative (COR). The contractor shall coordinate directly with the COR to schedule any required utility shutdowns.
1.14. Following the receipt of the replacement coalescing plates, the contractor shall remobilize to install the new custom plates in the two Owens Corning units (OWS 2.2 and 18.2).
1.15. Contractor shall dispose of the removed coalescing plates as oily debris in accordance with local, state, and federal requirements. A disposal manifest must be provided to the base.
1.16. At the conclusion of work, the Contractor shall fill out and sign a DD Form 1354 to signify the acceptance of the project by the ANG and authorize the capitalization of the asset. The Project will not be approved past 95% payment without a completed DD1354 ready for signature. A Draft DD1354 is attached to the solicitation (Contractor must fill out company information and the line cost per building; total line costs must equal the total project cost).
1.17. Contractor shall dispose of or recycle all trash and debris incurred during the project off-base at an authorized recycle or disposal site, in compliance with local, state, and federal requirements.
1.18. Contractor shall report any spill outside of the contained work area that reaches the ground or stormwater system within 15 minutes to the Environmental Manager (518-344-2114) or the Fire Department (518-344-2100).
1.19. Contractor shall clean up any spills occurring during pumping or transporting operations at no additional cost to the Government.
2. PROPOSED PROJECT SCHEDULE
