Evaluation will be based on lowest price technically acceptable criteria, with technical acceptability rated as either acceptable or unacceptable and past performance evaluated as acceptable, neutral, or unacceptable. Quotations must be submitted via email to amber.sampson@usda.gov with the subject line "Quote for 1232SA26Q0253" by March 9, 2026, with prices held firm for 90 calendar days from the receipt deadline.

This is an unrestricted acquisition with no small business set-aside, and the Government intends to award a sole-source purchase order to RIEGL USA, INC., located in Winter Garden, Florida, based on market research confirming that RIEGL does not have any certified parties outside their company authorized to provide warranty service and repair. The contract is a firm-fixed price purchase order covering a 60-day period of performance with delivery required on an F.O.B. Destination basis to 239 Hopkins Road, Davis, California 95616. The applicable Service Contract Labor Standards wage rate is $33.33 per hour for Electronics Technician Maintenance I positions, with additional fringe benefits required under the California prevailing wage determination. While no specific budget range is disclosed in the solicitation, the work involves specialized diagnostic and repair services for precision optical equipment used in agricultural research supporting radiation transfer, photosynthesis, and irrigation efficiency studies. The Government will furnish the LiDAR system and available accessories, with the contractor responsible for arranging inbound shipping and returning the repaired system with protective packaging and tracking information.
