About this file
This is a Statement of Work from the US Department of Agriculture (USDA) for the repair of a RIEGL VZ-2000i LiDAR camera system owned by the USDA-ARS Sustainable Agricultural Water Systems (SAWS) Unit in Davis, California.
The contractor must provide OEM-authorized diagnostics, repair, and calibration services to restore the LiDAR system to full operational condition in accordance with manufacturer performance specifications. The equipment, purchased approximately two years ago, is experiencing operational issues that prevent reliable data collection. The system is used to reconstruct vineyard and orchard canopies in three dimensions to support research on radiation transfer, photosynthesis, transpiration, evapotranspiration modeling, and irrigation efficiency improvements for California specialty crops under ARS National Program 211. Work must be performed using OEM procedures and standards, with replacement components being new OEM parts or OEM-approved equivalents, and firmware/software updates applied only as necessary. The contractor shall verify functionality through OEM testing to ensure the unit powers on, operates reliably during scanning and data capture without recurrence of malfunctions, and produces valid point cloud outputs suitable for canopy reconstruction. Deliverables include a comprehensive service report documenting diagnostic findings, corrective actions, parts replaced, firmware/software changes, calibration performed, and test results, along with a return-to-service statement confirming field readiness. The contractor must provide shipping/RMA instructions for inbound delivery and return the repaired system with protective packaging and tracking information to USDA-ARS SAWS in Davis, California. The Government will furnish the LiDAR system, available accessories, and a description of observed symptoms.

US Department of Agriculture (USDA)
Statement of Work
Project Repair of RIEGL VZ-2000i Lidar Camera
General Information
1.0 Scope of Work
The overall objective of this research to develop and apply mechanistic, three-dimensional models of perennial crop systems to understand land-atmosphere fluxes of water, energy, and carbon at vineyard and orchard sites. Quantifying radiation transfer through plant canopies is necessary to understand and predict biological and physical processes occurring at the land-atmosphere interface. This work will link a detailed three-dimensional (3D) leaf-resolving radiation model (Helios) to observation-based approaches to advance our understanding of radiation transfer in crop canopies. The results of this work will provide quantitative guidance to improve the calculation of radiation transfer in crop canopies and enhance the understanding and prediction of evapotranspiration and productivity in vineyards and orchards.
2.0 Background
USDA-ARS Sustainable Agricultural Water Systems (SAWS) Unit requires OEM repair services for a government-owned LiDAR camera system purchased approximately two years ago that is now experiencing operational issues that prevent reliable data collection. This LiDAR system is used to reconstruct vineyard and orchard canopies in three dimensions to support research on radiation transfer, photosynthesis, transpiration, evapotranspiration modeling, and improving irrigation efficiency for California specialty crops under ARS National Program 211.
Contractor Requirements
3.0 Technical Requirements / Tasks
The contractor shall provide OEM-authorized diagnostics, repair, and calibration necessary to restore the LiDAR camera system to full operational condition consistent with the manufacturer’s performance specifications. Work shall be performed using OEM procedures and standards, including replacement of failed components with new OEM parts or OEM-approved equivalents, and firmware/software updates only as needed to complete the repair and ensure stable operation.
The contractor shall verify functionality through OEM testing sufficient to demonstrate the unit powers on and operates reliably through scanning and data capture without recurrence of the reported malfunction(s), and that it produces valid point cloud outputs suitable for canopy reconstruction. Deliverables shall include a service report documenting the diagnostic findings, corrective actions, parts replaced, any firmware/software changes, calibration performed, and test results, along with a return-to-service statement confirming readiness for field use.
The Government will furnish the LiDAR system and available accessories and a brief description of observed symptoms. The contractor shall provide shipping/RMA instructions for inbound delivery and shall return the repaired system packaged to protect precision instrumentation, shipped to USDA-ARS SAWS in Davis, California, with tracking information provided for all shipments.
