About this opportunity
The United States Department of Agriculture's Agricultural Research Service is seeking quotes for the repair of radiators on two standby generators located at the U.S. Horticultural Research Laboratory in Fort Pierce, Florida. The procurement requires comprehensive radiator repair services including draining old coolants, removing and re-coring radiators in a professional shop, reinstalling components, replacing cooling system parts, and testing generator operation to ensure proper functionality. Offerors must have an active SAM.gov registration, complete required representations and certifications, and provide two references demonstrating recent and relevant experience in similar repair work. The government will evaluate submissions using the Lowest Priced Technically Acceptable criteria, with technical acceptability based on the contractor's demonstrated capability to perform the work. Questions regarding the solicitation must be submitted by June 11, 2025, at 1:00 p.m. Central, and quotes are due June 17, 2025, at 1:00 p.m. Central via electronic submission to the Contract Officer.
This solicitation is set aside 100% for small businesses under NAICS code 811310 with a business size standard of $12.5 million, and no incumbent contractors are identified in the documentation. While specific award values are not disclosed, the government intends to award a firm fixed-price purchase order for the repair work. The project involves two Kohler generators: a 1000 KW unit at the research laboratory and a 750 KW unit at the research farm, both equipped with Modine Industrial Heat Exchanger radiators that require consecutive repair work starting with the higher-capacity generator. The contractor will have 60 days after receipt of order to complete all repair services, with work to be performed during regular weekday hours at the USDA facility in Fort Pierce, Florida. The generators serve critical functions for the facility's research mission and hurricane preparedness, as demonstrated during Hurricane Milton in October 2024.
