About this file
This Statement of Work (SOW) details generator radiator repair services for the U.S. Horticultural Research Laboratory in Fort Pierce, Florida. The project involves repairing radiators on two Kohler standby generators: a 1000 KW generator located at the research laboratory and a 750 KW generator located at the research farm. The generators are critical to the facility's research mission and hurricane preparedness, with a recent example highlighting their importance during Hurricane Milton in October 2024.
The scope of work requires the contractor to perform comprehensive radiator repairs, including draining and disposing of old coolants, removing radiators, re-coring them in a professional shop, reinstalling them, replacing cooling system components, refilling with manufacturer-specified coolant, and testing generator operation. Key deliverables include scheduling repairs for each generator, reporting completion to the Contracting Officer's Representative (COR), and performing work during regular weekday hours. The contractor must provide qualified technical staff, adhere to OSHA safety standards, and be responsible for travel expenses and on-site sanitary facilities. The service will be performed within 60 days after receipt of order, with the 1000 KW generator repair being the priority.

2.0 Background
The Government conducts routine inspections on critical building equipment. During a recent inspection, they found that the generator engine radiator core on two standby generators has deteriorated and leaking coolant. These generators are vital to the research mission of the U. S.
Horticultural Research Laboratory and are a key component of the hurricane preparedness plans. These plans are not abstracts or “just in case” scenarios, on October 9, 2024, Hurricane Milton spawned an EF3 tornado that traveled 18-miles through the area and passed within 100 yards of the U.S. Horticultural Research Laboratory, destroying much of the electrical infrastructure in the area. The 1000 KW generator ran for four days after the storm had passed thereby saving hundreds of thousands of dollars’ worth of research samples and sensitive scientific instruments.
