About this opportunity
The U.S. Coast Guard seeks repair of interior finishes at Dawson Hall in Alexandria, Virginia, including kitchen renovations and bathroom and corridor carpet work, with proposals due June 25, 2026 at noon Eastern Time. This is a total small business set-aside under NAICS 236220 (Commercial and Institutional Building Construction), with a small business size standard of $45 million.
Place of performance is Kingstowne, Virginia. Work comprises a base bid kitchenette renovation (demolition and replacement of cabinetry, sink, millwork, drywall, and luxury vinyl tile flooring with cove base) plus four option items addressing bathroom renovations on the second deck (Corridors 233 and 234), first deck (Corridor 147 and Bathrooms), and first floor carpet installation. The contractor must provide all labor, supervision, equipment, and materials, with performance to begin within 10 calendar days of award and complete within 120 calendar days. All construction laborers and mechanics are subject to Davis-Bacon prevailing wage rates (effective VA20260013, covering Arlington County and Alexandria, effective January 16, 2026). Work is restricted to 7 a.m. to 4:30 p.m., Monday through Friday; weekend or holiday work requires 48-hour advance notice.
Material specifications include plastic laminate cabinetry, ASTM F1700 resilient tile flooring, modular carpet tiles with nylon fiber, institutional latex paint with low VOC, stainless steel sinks with brass faucets rated at 1.5 GPM, and LED lighting with minimum CRI 80 and 50,000-hour rated life. The contractor must comply with U.S. Army Corps of Engineers EM 385-1-1 safety standards and OSHA regulations, submit Safety Data Sheets, and verify existing site conditions. The building will remain occupied during construction. An on-site visit is strongly encouraged on May 27 at 1 p.m.; interested parties must arrange visits through LCDR Jordan Bogden and submit valid Driver's License copies by 2 p.m. on May 26.
Performance and payment bonds equal to 100 percent of the original contract price are required within 10 calendar days of award. A bid guarantee of at least 20 percent of bid price or $3 million (whichever is less) is required. Award will be made to the lowest-priced technically acceptable quotation. All quotes must include blocks 14 through 20c of SF1442 with pricing completed before email submission to frank.r.burton@uscg.mil. Questions are due May 29. Amendment 0004 (issued June 24) adds FAR 52.217-7 and reestablishes the deadline as June 25, 2026 at noon Eastern Time.
