About this file

This is an Amendment 0002 Questions and Answers document for a federal contract opportunity involving renovation work at a Coast Guard facility located at Dawson Hall.

The contract scope includes demolition and replacement of interior finishes in a kitchenette and multiple bathrooms, with base bid and optional work items. Base bid work requires demolition and replacement of all drywall in the kitchenette (with wainscoting remaining in place), new seating and tables appropriate to available space, and new solid surface counters, LVT flooring, carpet, vinyl base, paint, towel bars, medicine cabinets, sinks, faucets, and LED interior lighting. Additional work includes removing existing brick flooring and replacing it with LVT flooring, along with replacement of transition plates in hallways where flooring is replaced. The government clarified that ceiling tiles and shower areas in berthing rooms are excluded from scope. Regarding material specifications, the Coast Guard does not specify manufacturers or model numbers but requires all products to meet Unified Facilities Guide Specifications with submittal approval by the Contracting Officer's Representative (COR). Drywall requires level four finish. The contractor will be provided storage space inside the building for material acclimation and a designated lay-down area for dumpsters and portable restrooms near Dawson Hall. Regarding hazardous materials, the Coast Guard is unaware of lead paint or asbestos in work areas; however, contractors are responsible for testing any suspected hazardous materials encountered, which will be treated as a differing site condition if confirmed. The building will remain occupied during construction, requiring the contractor to submit a construction schedule that limits operational impact. Contractors must submit a personnel list to the COR for base access without requiring daily vetting. Reference drawings are available in the solicitation as as-built drawings are not available.
